HR 9862: Responsible Artificial Intelligence for Veterans Act of 2026

The Responsible Artificial Intelligence for Veterans Act of 2026 requires the Department of Veterans Affairs to hire an independent research center to evaluate artificial intelligence tools currently used or being developed for patient care within the Veterans Health Administration. This evaluation will focus on five specific high-risk systems to assess their safety, accuracy, fairness, and how well they integrate with existing medical workflows. The law mandates that the findings be reported to Congress within a year, followed by a detailed plan from the VA to address any identified risks or gaps in oversight. Additionally, a government auditor will review both the evaluation and the VA's response plan to ensure accountability, all without requesting new funding for the initiative.

S 4890: Protecting Indian Water Rights Settlements Act of 2026

The Protecting Indian Water Rights Settlements Act of 2026 creates two new funding accounts to support the implementation of specific Indian water rights settlements. One account provides $45 million annually through 2035 for ongoing operations and maintenance related to five existing settlements, while the second account offers $250 million annually for the same period to fund new or continuing settlements approved by Congress. These funds are automatically deposited into the Treasury and made available to the Secretary of the Interior without needing further approval for each use. The legislation allows the Interior Secretary to decide how quickly and in what order to distribute the money to ensure settlements are completed efficiently.

S 4417: Pechanga Band of Indians Water Rights Settlement Technical Amendments Act

This bill amends the existing water rights settlement for the Pechanga Band of Luiseño Mission Indians to update the legal definition of their reservation and clarify how certain funds can be used. Additionally, the legislation allows the use of a specific water quality account to address issues in the Wolf Valley Basin, broadening its scope beyond just desalination. The bill authorizes the Secretary of the Interior to make these necessary changes to the settlement agreement without affecting any water rights that already exist.

S 4410: A bill to amend the Mineral Leasing Act to provide for the payment of bonus payments of certain coal leases issued under that Act.

This bill amends the Mineral Leasing Act to change how bonus payments are made for specific coal leases. Under the new rules, the total bonus amount would be split into ten equal annual payments instead of being paid all at once. The first installment must be submitted with the initial bid, while the remaining nine payments are due over the following nine years. This provision directly affects companies bidding for coal leases and the government agencies managing those leases.

S 4399: Geese House Site Conveyance Act

The Geese House Site Conveyance Act directs the Secretary of the Interior to transfer approximately 21,578 acres of federal land within Denali National Park and Preserve to the Doyon, Limited corporation. This transfer is subject to specific restrictions that prevent Doyon from selling the land, conducting mining activities, or developing it in ways that would damage the cultural significance of the historic Geese House site. Additionally, the bill requires the official boundaries of Denali National Park and Preserve to be adjusted to exclude this land, while reserving public easements to protect the area. The legislation also allows for minor corrections to the land survey and exempts the transaction from certain standard federal land transfer regulations.

S 4368: Agua Caliente Band of Cahuilla Indians Water Rights Settlement Act

This bill establishes a final settlement for the Agua Caliente Band of Cahuilla Indians regarding their water rights and related claims in California. It authorizes the transfer of approximately 2,000 acres of federal land into trust for the Tribe while simultaneously selling about 842 acres of federal land to the Coachella Valley Water District. The legislation confirms the Tribe's right to use up to 20,000 acre-feet of groundwater annually, exempts this water from state fees, and provides $550 million in federal funding for water infrastructure and management projects. Additionally, the bill allows the Tribe to collect a tax on land held by non-members on the reservation in place of county property taxes, with the proceeds distributed to local agencies and tribal operations.

SRES 608: A resolution expressing the sense of the Senate that Ghislaine Maxwell should not be granted a Presidential pardon or any form of clemency for her crimes with Jeffrey Epstein relating to the sexual exploitation and abuse of minors.

SRES 608 is a non-binding Senate resolution expressing the Senate's position that President should not grant Ghislaine Maxwell a pardon or other clemency. It directly addresses the President’s authority regarding clemency for Maxwell, who was convicted in 2021 for conspiring with Jeffrey Epstein to sexually exploit minors. The resolution cites her 20-year prison sentence for crimes including trafficking minors and enabling abuse, stating that granting clemency would undermine justice for victims. As a sense-of-the-Senate resolution, it has no legal effect but formally opposes clemency for Maxwell’s crimes.

S 3573: A bill to amend the Aamodt Litigation Settlement Act to modify a provision relating to the extension of certain dates for the completion of the Regional Water System, and for other purposes.

This bill (S 3573) amends the Aamodt Litigation Settlement Act to change how deadlines for completing the Regional Water System can be extended. It modifies Section 623(g) by renaming the provision and adding a new requirement: extensions for completion dates can only occur if the Pueblos, the U.S. (via the Secretary), the State, the City, and the County all agree an extension is reasonably necessary. The bill directly affects these specific entities involved in the water system project by altering the process for adjusting their project timeline. This is a procedural change to the settlement agreement, not a new policy.
