HR 261: Palestinian International Terrorism Support Prevention Act of 2021

Palestinian International Terrorism Support Prevention Act of 2021 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

HR 219: Earth Act

The Earth Act This bill establishes an additional basis for excluding a foreign country from designation as a beneficiary developing country for the purposes of preferential trade treatment. Specifically, the bill makes a country ineligible for this designation if it fails to effectively enforce its environmental laws or to fulfill its international environmental obligations. The President, when making this designation, must take into account the extent to which a country effectively enforces these laws and fulfills these obligations.

HR 235: Public Housing Emergency Response Act

Public Housing Emergency Response Act This bill authorizes additional assistance from the Public Housing Capital Fund to public housing agencies based upon capital need as determined by the agencies' most recent Physical Needs Assessment.

HR 27: Settlement Agreement Information Database Act of 2021

Settlement Agreement Information Database Act of 2021 This bill requires executive agencies to submit information regarding settlement agreements to a public database. Specifically, an agency must submit information regarding any settlement agreement (including a consent decree) entered into by the agency related to an alleged violation of federal law. If an agency determines that information regarding an agreement must remain confidential to protect the public interest, the agency must publish an explanation of why the information is confidential.

HR 196: To prohibit the Central Intelligence Agency from using an unmanned aerial vehicle to carry out a weapons strike or other deliberately lethal action and to transfer the authority to conduct such strikes or lethal action to the Department of Defense.

This bill prohibits the Central Intelligence Agency from using an unmanned aerial vehicle to carry out a weapons strike or other lethal action. The President shall transfer to the Department of Defense all authority to use such a vehicle to conduct such a strike or lethal action.

HR 195: Group Term Life Insurance Increase Act

Group Term Life Insurance Increase Act This bill increases the limit on the amount of employer-provided group term life insurance that an employee may exclude from gross income for income tax purposes. Currently, an employee may exclude from gross income up to $50,000 of the cost of such insurance plus any amount paid by the employee for the purchase of such insurance. The bill increases the $50,000 limit to $375,000, and adjusts such increased limit for inflation in taxable years beginning after 2021.

HR 118: Cyber Vulnerability Disclosure Reporting Act

Cyber Vulnerability Disclosure Reporting Act This bill requires the Department of Homeland Security to submit a report describing the policies and procedures developed to coordinate the disclosure of cyber vulnerabilities. The report shall describe instances when these policies and procedures were used to disclose cyber vulnerabilities in the previous year. Further, the report shall mention the degree to which the disclosed information was acted upon by stakeholders.

HR 117: DHS Cybersecurity On-the-Job Training and Employment Apprentice Program Act

DHS Cybersecurity On-the-Job Training and Employment Apprentice Program Act This bill requires the Department of Homeland Security (DHS) to establish a DHS Cybersecurity On-the-Job Training and Employment Apprentice Program to identify and train DHS employees for cybersecurity work. The Cybersecurity and Infrastructure Security Agency within DHS must lead the program. Among other things, the agency must (1) track the status of cybersecurity positions at DHS, (2) develop a program curriculum, and (3) recruit DHS employees for the program.
