Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.
American Food for American Schools Act of 20 21 This bill requires school food authorities (SFAs) to request a waiver from the Department of Agriculture (USDA) to purchase foreign commodities or products for the National School Lunch Program (NSLP). SFAs may purchase foreign commodities or products without a waiver if the commodities or products are not produced or available domestically. Under current law, Buy American provisions require SFAs to purchase, to the maximum extent practicable, domestic commodities or products for the NSLP. There are limited exceptions which permit the purchase of foreign products in circumstances when using domestic products is truly not practicable. If an SFA uses an exception, there is no requirement to request a waiver to purchase a foreign product or commodity, but the SFA must keep documentation justifying the exception. USDA may not provide a waiver for an SFA to purchase foreign commodities or products unless (1) the commodities or products are not produced domestically in sufficient amounts or of satisfactory quality, (2) the domestic commodities or products would be significantly higher in price than foreign commodities or products, and (3) the SFA agrees to make the waiver publicly available on its website and email a notification of the waiver to parents or guardians of students who will be served the foreign commodity or product purchased pursuant to the waiver.

See Something, Say Something Online Act of 2021 This bill requires an interactive computer service (e.g., a social media company) that detects a suspicious transmission to submit a suspicious transmission activity report (STAR) describing the suspicious transmission. A suspicious transmission is any post, message, comment, tag, or other user-generated content or transmission that commits, facilitates, incites, promotes, or otherwise assists the commission of a major crime. Each STAR must be submitted to the Department of Justice and contain (1) the name, location, and other identification information submitted by the user; (2) the date and nature of the user-generated content or transmission detected for suspicious activity; and (3) any relevant text, information, and metadata related to the suspicious transmission. Any provider of an interactive computer service that fails to report a known suspicious transmission shall not be immune from liability for such transmission and may be held liable as a publisher for the related suspicious transmission.
FEMA Empowering Essential Deliveries Act or the FEED Act This bill authorizes the Federal Emergency Management Agency (FEMA) to approve state, local, and Indian tribal government plans to partner with small and mid-size restaurants and nonprofit organizations to provide nutritious meals to individuals in need. Specifically, during the period following the President's emergency declaration of March 13, 2020, and under any subsequent major disaster declaration that supersedes it, FEMA may approve plans from state, local, and Indian tribal governments that (1) establish contracts with small and mid-sized restaurants and nonprofits, including faith-based organizations and soup kitchens, to prepare healthy meals for people in need; and (2) provide for partnerships with nonprofit organizations to purchase directly from food producers and farmers. FEMA shall waive federal matching requirements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act during such period.
Stop Greenlighting Driver Licenses for Illegal Immigrants Act of 2021 This bill prohibits a state from receiving certain federal law enforcement grants if it takes certain immigration-related actions. Specifically, a state may not receive such grants if it (1) issues a driver license to an individual who does not have proof of U.S. citizenship or lawful presence in the United States, or (2) prohibits a local or state government entity or official from sharing immigration enforcement information with the Department of Homeland Security.
Responsible Climate Action and American Competitiveness Act This bill requires the President to notify Congress at least 30 days before submitting to the other parties of the Paris Agreement the climate change-related actions the United States will take. (The agreement refers to these planned actions as nationally determined contributions.) The notification to Congress must contain certain information including (1) a detailed economic justification of the planned actions, (2) a cost-benefit analysis of the actions, and (3) a description of how the actions will support U.S. efforts to counter the malign influence of the Chinese and Russian governments over energy supply chains. The Paris Agreement requires each party to periodically submit its planned actions for addressing climate change, such as a plan to reduce its greenhouse gas emissions by a certain level.
This bill establishes in the legislative branch the National Commission on the Insurrectionist Attack Upon the United States Capitol. The commission shall (1) conduct an investigation that investigates relevant facts and circumstances relating to the insurrectionist attack on January 6, 2021, that ascertains, evaluates, and reports on the evidence developed by all relevant sources and that builds upon the investigations of other entities; (2) identify, review, and evaluate the lessons learned from the attacks regarding the structure, coordination, management, policies, and procedures of the federal government, and, if appropriate, state and local governments and nongovernmental entities, relative to detecting, preventing, and responding to such attacks; and (3) report to Congress and the President. The investigation may include relevant facts and circumstances relating to intelligence agencies, law enforcement agencies, the flow of assets to insurrectionist and domestic terrorist organizations, the role of congressional oversight and resource allocation, and other areas of the public and private sectors deemed relevant.
This concurrent resolution authorizes the use of the rotunda of the Capitol to honor, upon death, the last surviving Medal of Honor recipient for acts performed during World War II, at the election of the individual or their next of kin.
This resolution declares that the Members' Representational Allowance should be increased to protect Members of the House of Representatives, as well as members of the public who are present when Members are in public venues, from increasing threats.
This resolution expresses the sense of the House of Representatives that the Paris Agreement is nullified in the United States until the agreement is (1) renegotiated to ensure the world's largest emitters of greenhouse gases reduce their greenhouse gas emissions, and (2) ratified by the Senate.
