Tracking COVID-19 Variants Act This bill expands viral genomic sequencing, disease surveillance, and other public health research activities. Specifically, the Centers for Disease Control and Prevention (CDC) must issue guidance on the sequencing of the virus that causes COVID-19 (i.e., coronavirus disease 2019). Additionally, the CDC must establish a program to strengthen genomic sequencing, analytics, and disease surveillance activities. As part of this program, the CDC must provide grants and technical assistance to health departments to build their capacity to carry out such activities. Furthermore, the National Center for Health Statistics (NCHS) must carry out a demonstration program to expand an existing program that links different federal data sets for statistical public health research, including research on food insecurity, housing instability, and other social determinants of health. In particular, the program must support linkages with the National Death Index, a database of death records maintained by the NCHS.
Hemp and Hemp-Derived CBD Consumer Protection and Market Stabilization Act of 2021 This bill allows the use of hemp, cannabidiol (i.e., CBD) derived from hemp, or any other ingredient derived from hemp in a dietary supplement, provided that the supplement meets other applicable requirements. Delivering COVID-19 Vaccinations to All Regions and Vulnerable Communities Act of 2021 or the COVID-19 Delivery Act This bill directs the Federal Emergency Management Agency (FEMA), the Department of Health and Human Services (HHS), and the Centers for Disease Control and Prevention (CDC) to support COVID-19 (i.e., coronavirus disease 2019) vaccination programs. At the request of a state or local government, FEMA must coordinate vaccination efforts. Specifically, FEMA must manage vaccine deliveries, set up vaccination centers, design communication systems and software applications, and develop a public education program on vaccine safety and availability. Additionally, HHS must carry out a program to increase vaccination rates to achieve herd immunity. As part of this program, HHS must temporarily collect data on COVID-19 vaccine administrations. Data collected under this program is subject to relevant privacy protections that apply to other health data. HHS must report on its activities on a daily or weekly basis. The CDC must also report on the effectiveness of state and local COVID-19 vaccination programs.

Further, it encourages the President to (1) ensure that borrowers have no tax liability from the debt cancellation, (2) ensure that the debt cancellation helps close racial wealth gaps, and (3) pause student loan payments and interest accumulation on federal student loans for the duration of the COVID-19 (i.e., coronavirus disease 2019) pandemic.
This resolution supports the designation of Career and Technical Education Month to celebrate career and technical education across the United States.

Specifically, the bill authorizes private employers to provide compensatory time off to their employees at a rate of one and one-half hours for each hour of employment for which overtime compensation otherwise is required; employees may accrue a maximum of 160 hours of compensatory time. Employers are prohibited from interfering with an employee's right to or not request compensatory time off in lieu of payment of overtime compensation or from requiring an employee to use such compensatory time, and must give their employees 30-days notice before discontinuing a compensatory time policy. (Currently, Congress can cancel an emergency declaration only by passing a resolution that can withstand a presidential veto.) The bill establishes procedures for congressional review of declarations of national emergencies. The President shall (1) transmit specified information to Congress with any proclamation declaring or renewing a national emergency, including a description of the circumstances necessitating the declaration or renewal of a national emergency declaration and its estimated duration; and (2) report periodically on the status of the emergency.
American Values Act This bill expands and makes permanent certain restrictions that prohibit the use of U.S. foreign assistance to pay for the performance or promotion of abortion services overseas. Current law generally prohibits the use of foreign assistance for abortions through language included in appropriations bills. In addition, the bill makes permanent prohibitions on the use of such funds to (1) lobby for or against abortion, or (2) fund any organization or program that supports or participates in coercive abortion or involuntary sterilization. The bill also makes permanent a prohibition on the use of funds made available to the Peace Corps to pay for abortions.
Legacy IRA Act This bill amends the Internal Revenue Code to expand the tax exclusion for distributions from individual retirement accounts (IRAs) for charitable purposes. The bill increases from $100,000 to $400,000 the annual limit on the aggregate amount of distributions for charitable purposes that may be excluded from the gross income of a taxpayer. The bill permits tax-free distributions from IRAs to a split-interest entity for four years after the enactment of this bill. A split-interest entity is exclusively funded by charitable distributions and includes: a charitable remainder annuity trust, a charitable remainder unitrust, or a charitable gift annuity. A charitable gift annuity must commence fixed payments of at least 5% no later than one year from the date of funding. A distribution to a split-interest entity may only be treated as a qualified charitable distribution if: (1) no person holds an income interest in the entity other than the individual for whose benefit the account is maintained, the spouse of such individual, or both; and (2) the income interest in the entity is nonassignable.
