Delivering COVID-19 Vaccinations to All Regions and Vulnerable Communities Act of 2021 or the COVID-19 Delivery Act This bill directs the Federal Emergency Management Agency (FEMA), the Department of Health and Human Services (HHS), and the Centers for Disease Control and Prevention (CDC) to support COVID-19 (i.e., coronavirus disease 2019) vaccination programs. To assist state or local governments with vaccination efforts, FEMA must coordinate certain activities. Specifically, FEMA must manage vaccine deliveries, set up vaccination centers, design communication systems and software applications, and develop a public education program on vaccine safety and availability. Additionally, HHS must carry out a program to increase vaccination rates to achieve herd immunity. As part of this program, HHS must temporarily collect data on COVID-19 vaccine administrations. Data collected under this program is subject to relevant privacy protections that apply to other health data. HHS must report on its activities on a daily or weekly basis. The CDC must also report on the effectiveness of state and local COVID-19 vaccination programs.
Investing in Community Healing Act of 2021 This bill requires, with a focus on racial and ethnic minority groups, research on adverse health impacts associated with violent interactions with law enforcement and additional activities to promote access to mental and behavioral health care. Specifically, the Office of Minority Health of the Centers for Disease Control and Prevention must research the health consequences of trauma related to violent interactions with law enforcement. In addition, the Substance Abuse and Mental Health Services Administration must award grants to community-based programs or organizations to increase access to trauma-support services and mental health care. The Department of Health and Human Services must also carry out a campaign to raise awareness of, and reduce stigma associated with, mental and behavioral health conditions.
Marketing and Outreach Restoration to Empower Health Education Act of 2021 or the MORE Health Education Act This bill requires the Department of Health and Human Services (HHS) to conduct outreach and educational activities regarding federally facilitated exchanges (i.e., health insurance exchanges that are established and operated within states by HHS). The activities must inform potential enrollees of the availability of coverage and related financial assistance under the exchanges and must be provided in culturally and linguistically appropriate formats. The bill provides funding for the activities.
Moms Matter Act This bill establishes two grant programs to address maternal mental health conditions and substance use disorders, with a focus on racial and ethnic minority groups. First, the Substance Abuse and Mental Health Services Administration must award grants for maternal behavioral health services. Eligible grantees include state, tribal, and local governments; health care providers; and organizations that serve pregnant and postpartum individuals. Second, the Department of Health and Human Services may award grants to grow and diversify the maternal mental and behavioral health workforce by establishing or expanding schools and training programs.
Horse Transportation Safety Act of 20 21 This bill prohibits a person from transporting a horse in interstate commerce in a motor vehicle (except a vehicle operated exclusively on rail or rails) containing two or more levels stacked on top of one another. The bill prescribes civil penalties for knowing violations of such prohibition.
Tech to Save Moms Act This bill supports the use of technology to improve, and address disparities in, maternal health outcomes. Specifically, the Center for Medicare and Medicaid Innovation may test telehealth models to screen and treat common pregnancy-related complications for Medicaid enrollees. In addition, the Department of Health and Human Services must award grants to evaluate and expand the use of technology-enabled collaborative learning models by entities that provide services to pregnant and postpartum individuals in medically underserved areas or from certain populations, and reduce racial and ethnic disparities in maternal health outcomes by increasing access to digital tools. The National Academies of Sciences, Engineering, and Medicine must also study the use of technology in maternal health care.
Medicaid Reentry Act of 2021 This bill allows Medicaid payment for medical services furnished to an incarcerated individual during the 30-day period preceding the individual's release. Hong Kong Safe Harbor Act This bill designates certain Hong Kong residents with priority status for refugee consideration and contains other related provisions. An individual and certain family members shall have such priority status if the individual (1) is a Hong Kong resident who suffered persecution or has a well-founded fear of persecution as a result of peaceful political activity; or (2) has been formally charged, detained, or convicted for certain peaceful actions. An individual receiving refugee status under this bill shall not be counted against various numerical limitations. When determining whether an individual shall be admitted as a refugee, an individual whose citizenship, nationality, or residency was revoked for submitting a nonfrivolous application for a U.S. immigration benefit shall be considered to have suffered persecution on account of political opinion. The general presumption that an alien is seeking immigrant status shall not apply to certain Hong Kong residents seeking asylum into the United States. (Typically, an alien seeking admission as a nonimmigrant must establish that the alien does not intend to immigrate to the United States.) This exception to the presumption shall apply to certain individuals involved in the 2019 and 2020 protests against China's encroachment into Hong Kong's autonomy (Hong Kong is a part of China but has a separate legal and economic system). An individual from Hong Kong may not be denied admission into the United States if the primary reason for the denial is a politically motivated government action against the individual's involvement in protests.
Saving America's Vulnerable and Endangered Species Act or the SAVES Act This bill amends the Endangered Species Act of 1973 to prohibit a living nonnative species from being listed as a threatened or endangered species.
Retirement Freedom Act This bill allows an individual to opt out of Medicare hospital services benefits without also having to opt out of Old Age, Survivors, and Disability Insurance benefits and without having to repay Medicare hospital services benefits already received. The bill also allows an individual to opt back in with no penalty.
Public Water Supply Invasive Species Compliance Act of 2021 This bill addresses transfers between Texas, Arkansas, and Louisiana of water that contains invasive species. The bill exempts certain water transfers between public water supplies in Texas, Arkansas, and Louisiana from prohibitions on illegal trade of plants and wildlife. Specifically, the prohibitions do not apply to covered water transfers containing prohibited species if the species are present in both public water supplies before the transfer, the water is subject to effective mitigation measures, and the water is transferred directly between the supplies; or the water is transferred in a closed conveyance system, such as a pipe system, and sent directly to treatment facilities where the species will be destroyed. The costs of the mitigation measures must be borne by the entity that sells the water for financial gain. Finally, the bill establishes notification requirements for water transfers.
