HR 1474: Alzheimer's Caregiver Support Act

Alzheimer's Caregiver Support Act This bill authorizes grants to expand training and support services for families and caregivers of individuals living with Alzheimer's disease or a related dementia. The Department of Health and Human Services may award these grants to community organizations and health care and social service providers.

HR 1452: To direct the Secretary of Health and Human Services to publish the formula the Secretary uses to determine the allocation of COVID-19 vaccines, and for other purposes.

This bill requires the Department of Health and Human Services (HHS) to publish the formula for allocating COVID-19 (i.e., coronavirus disease 2019) vaccines to states, localities, and federal agencies. HHS must also identify the sources of data it used to develop the formula.

HR 1472: Stop the High-Speed Money Pit Act

Stop the High-Speed Money Pit Act This bill prohibits the use of federal funds for a high-speed rail corridor development project in California that is the same or substantially similar to the project that is the subject of a cooperative agreement entered into on December 16, 2009, between the California High-Speed Rail Authority and the Federal Railroad Administration.

HR 142: Infant Protection and Baby Switching Prevention Act of 2021

Infant Protection and Baby Switching Prevention Act of 2021 This bill establishes additional requirements that certain hospitals must meet in order to participate in Medicare. Specifically, as a condition of Medicare participation, hospitals and critical access hospitals that provide neonatal or infant care must have appropriate security procedures to reduce the likelihood of infant patient abduction and baby switching. Noncompliant hospitals are subject to specified civil penalties. The bill also establishes criminal penalties for knowingly altering or destroying a newborn's hospital patient records for the purpose of causing the newborn to be misidentified.

S 513: Ensuring Increased Disaster Loans for Small Businesses Act

Ensuring Increased Disaster Loans for Small Businesses Act or the EIDL for Small Businesses Act This bill authorizes and provides funding for additional Small Business Administration (SBA) disaster loans and advances on such loans, and it modifies the requirements for providing these advances. Specifically, the bill authorizes an additional disaster loan to a prior recipient that received such a loan during the period between January 31, 2020, and December 31, 2021, up to an aggregate amount of $2 million. Further, the bill prohibits the SBA from imposing a maximum loan amount limit that is lower than $2 million for an initial disaster loan. The bill also requires the SBA to provide a recipient of an additional disaster loan an additional advance such that the total advance amount received by the applicant is $10,000. The SBA must submit a monthly report on the status of appropriations for disaster loans.

S 501: Earmark Elimination Act of 2021

Earmark Elimination Act of 2021 This bill establishes a point of order in the Senate against considering legislation that includes an earmark. An earmark is generally any congressionally directed spending, tax benefit, or tariff benefit that benefits a specific entity, state, locality, or congressional district other than through a statutory or administrative formula or competitive award process. The point of order may be waived by an affirmative vote of two-thirds of the Senate. If the point of order is successfully raised and sustained, the earmark must be stricken from the legislation.

HR 1471: Access to Credit for Small Businesses Impacted by the COVID–19 Crisis Act of 2021

Access to Credit for Small Businesses Impacted by the COVID-19 Crisis Act of 2021 This bill temporarily provides credit unions with an exception to limits on outstanding member business loans. Specifically, a loan does not count towards this limit if (1) it is used for recovery from the COVID-19 (i.e., coronavirus disease 2019) emergency, (2) it is made by an insured credit union that has received a specified soundness rating, (3) it is made during a specified time period, and (4) it does not threaten the safety and soundness of the insured credit union.

HR 1450: Small Business Emergency Savings Accounts Act of 2021

Small Business Emergency Savings Accounts Act of 2021 This bill allows a new tax deduction from gross income for amounts paid into a small business emergency savings account. Such savings accounts are established exclusively to pay the qualified disaster and public health emergency expenses of the account beneficiary. The bill defines qualified disaster and public health emergency expenses as disaster loss replacement expenses, disaster recovery operations expenses, and public health emergency expenses.
