HRES 32: Impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors.

This resolution impeaches President Donald John Trump for high crimes and misdemeanors. Specifically, the resolution sets forth two articles of impeachment. The first article states that President Trump abused the powers of the presidency by attempting to unlawfully overturn the results of Georgia's presidential election. The article specifies that President Trump, on a recorded call, repeatedly asked the Secretary of State of Georgia to overturn the verified results of the election and threatened consequences for a failure to do so. The second article states that President Trump abused the powers of the presidency by inciting violence and orchestrating an attempted coup. The article specifies that, on January 6, 2021, President Trump incited a crowd of supporters to attack the Capitol while Congress was in session to certify the results of the election. The article further specifies that, after those supporters had violently breached the Capitol, President Trump made a statement repeating his false claims of election fraud and expressing affection for the supporters. Both articles state that, by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification from holding U.S. office.

HRES 34: Impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors.

This resolution impeaches President Donald John Trump for high crimes and misdemeanors. Specifically, the resolution sets forth four articles of impeachment. The first article states that President Trump abused the powers of the presidency by inciting an insurrection against the U.S. government. The article specifies a pattern of conduct by President Trump, including the following: spreading disinformation and unsupported allegations of voter fraud; appealing to and defending white supremacists; and encouraging his supporters to descend on the Capitol on January 6, 2021, while Congress certified the results of the presidential election, leading to destruction and death. The second article states that President Trump abused the powers of the presidency by corrupting the electoral process. The article specifies the following conduct by President Trump: soliciting a foreign government (Ukraine) to intervene in the 2020 presidential election; soliciting the Secretary of State of Georgia to overturn election results in Georgia; and during the 2016 presidential election, making unlawful payments to silence persons with unfavorable information about him. The third article states that President Trump has accepted emoluments, including from foreign states, and, in doing so, has violated anti-corruption provisions of the Constitution and used the power of the presidency for improper personal gain. The fourth article states that President Trump has obstructed justice by, for example, directing the firing of the Special Counsel who was investigating him in 2017 and later ordering federal officials to lie about this directive. Each article states that, by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification from holding U.S. office.

HRES 14: Censuring and condemning President Donald J. Trump for attempting to overturn the results of the November 2020 presidential election in the State of Georgia.

This resolution censures and condemns President Donald J. Trump for asking the Georgia Secretary of State on January 2, 2021, to overturn the Georgia results of the November 2020 presidential election. It further calls on President Trump to (1) retract and disavow this behavior, and (2) acknowledge President-elect Joseph R. Biden as the victor of the November 2020 presidential election.

S 602: Stop Forced Organ Harvesting Act of 2021

Stop Forced Organ Harvesting Act of 2021 This bill establishes specified measures to combat forced organ harvesting and the international trafficking in persons for the purpose of removing their organs. These measures include (1) establishing property-blocking and visa-blocking sanctions, (2) prohibiting exports of certain surgery devices to entities that are identified as being responsible for forced organ harvesting or related human trafficking, and (3) requiring the Department of State to report on these practices.

S 586: NOPAIN Act

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

S 611: VOCA Fix to Sustain the Crime Victims Fund Act of 2021

VOCA Fix to Sustain the Crime Victims Fund Act of 2021 This bill adds a new source of revenue for the Crime Victims Fund and makes changes to formula grants supported by the fund. Specifically, the bill directs revenues collected from deferred prosecution and non-prosecution agreements to be deposited into the Crime Victims Fund. Currently, such revenues are deposited into the general fund of the Treasury. Additionally, the bill increases the percentage—from 60% to 75%—of state compensation payments to crime victims in the prior fiscal year used to calculate formula grants for state victim compensation programs. Finally, the bill directs states to waive the matching requirement for recipients of state victim assistance formula grants during and for one year after a pandemic-related national emergency. It also allows states to waive the matching requirement pursuant to a policy established by the state.

HR 1559: Modernize Nuclear Reactor Environmental Reviews Act

Modernize Nuclear Reactor Environmental Reviews Act This bill directs the Nuclear Regulatory Commission to report on its efforts to facilitate efficient, timely environmental reviews of nuclear reactors through expanded use of categorical exclusions, environmental assessments, and generic environmental impact statements in lieu of environmental impact statements as required under the National Environmental Policy Act of 1969. The commission must promulgate a final rule to (1) establish an optional generic environmental impact statement that may be used in the licensing process for nuclear reactors, and (2) eliminate or modify the list of actions that require environmental impact statements.

HR 1556: End Lockdowns Now Act

End Lockdowns Now Act This bill prohibits federal lockdowns and requires recipients of COVID-19 (i.e., coronavirus disease 2019) recovery aid to provide a reopening plan to the Department of the Treasury. Specifically, the reopening plan must include a detailed description of how the recipient plans to reopen schools for in-person learning, remove restrictions on business activity, lift restrictions on religious services and other social gatherings, and assist families and small businesses in economic recovery. The plan shall include a description of how the reopening plan was developed and the steps that were taken to include input from local small businesses and the public. The bill provides for the recovery of funds by the federal government if the Treasury Office of Inspector General determines that a recipient has failed to comply with this bill's requirements. Neither the President nor any executive branch official shall take any action to issue a blanket ban on interstate travel or impose a national lockdown order or nationwide quarantine.

HR 1539: PROTECT Act

Providing Rational Options Toward the Elimination of Catastrophic Terrorism Act of 2021 or the PROTECT Act This bill directs (1) the Department of Homeland Security (DHS) to develop and provide guidance on terrorism preparedness and response to assist in the development of plans for addressing active shooter and mass casualty incidents, including in facilities identified by DHS as vulnerable targets; and (2) the Federal Emergency Management Agency (FEMA) to consider the threat from active shooters in allocating grant funds under the Urban Area Security Initiative and the State Homeland Security Grant Program.

HR 1541: PREVENT Act of 2021

Preventing Radical Extremist's Violent Endeavors Now and Tomorrow Act of 2021 or the PREVENT Act of 2021 This bill expands the duties of the Office for State and Local Government Coordination in the Department of Homeland Security to include, for purposes of countering violent extremist threats (1) providing training from specially trained clinical social workers, psychologists, religious and community leaders, and law enforcement personnel to assist local efforts in securing the homeland; and (2) in coordination with the Federal Bureau of Investigation, providing to state and local governments specialists, analysts, and agents trained to counter terrorism and white nationalism to assist local efforts at responding to such threats.

HR 1538: Binational Health Strategies Act of 2021

Binational Health Strategies Act of 2021 This bill requires the President and the United States-Mexico Border Health Commission to take certain actions related to COVID-19. Specifically, the bill directs the President to seek to begin negotiations with Mexico to address infectious disease preparedness in the U.S.-Mexico border area with respect to COVID-19 and other infectious diseases. The bill further requires the United States-Mexico Border Health Commission to (1) report on the border area's response to COVID-19 in both the United States and Mexico, (2) submit a binational strategic plan with respect to COVID-19, and (3) submit a plan to prepare and respond to future infectious diseases within the border area.
