SB 2338: Taxes, Business - As introduced, for purposes of the commissioner of revenue changing a taxpayer's business tax period to correspond to the taxpayer's fiscal year, authorizes the commissioner to change the due date of the taxpayer's business tax return to a date that is not less than 60 calendar days, rather than two calendar months, following the end of the taxpayer's business tax period. - Amends TCA Title 67, Chapter 4, Part 7.

SB 2456: Firearms and Ammunition - As introduced, prohibits the manufacture, distribution, sale, or transfer of an 80 percent frame or 80 percent receiver on or after July 1, 2024, without a manufacturer's serial number prominently stamped on the item or on a piece of metal securely affixed to the item; creates the Class A misdemeanor of manufacturing, distributing, selling, or transferring an 80 percent frame or 80 percent receiver without a serial number prominently stamped on the item or on a piece of metal securely affixed thereto, which is punishable by a $5,000 fine. - Amends TCA Title 4; Title 38 and Title 39.

SB 2451: Law Enforcement - As introduced, requires a law enforcement agency to assign a law enforcement officer to begin an investigation of a suspected homicide within the agency’s jurisdiction and, in determining which law enforcement officer will lead the investigation, requires the law enforcement agency to assign the investigation to an officer who will be available to investigate the offense for at least two days following the opening of an investigation. - Amends TCA Title 38; Title 39, Chapter 13, Part 2 and Title 40.

SB 2453: Firearms and Ammunition - As introduced, prohibits the possession, manufacture, transport, repair, or sale of a switch or auto sear device designed, made, or adapted for the purpose of converting a weapon to shoot automatically more than one shot, without manual reloading, by a single function of the trigger, and a firearm built from a weapon parts kit, including a frame or receiver parts kit, and not marked with a serial number, unless certain exceptions apply. - Amends TCA Title 39, Chapter 17.

SB 2326: Taxes, Severance - As introduced, authorizes Clay County to increase the severance tax rate from 15 cents up to 45 cents; annually adjusts the maximum tax rate based on the percentage of change in the average consumer price index (all items-city average) as published by the United States department of labor, bureau of labor statistics; requires changes in the tax rate to be passed by a two-thirds majority vote of the county legislative body. - Amends TCA Title 67, Chapter 7, Part 2.
