Shielding our Military from Extremists Act This bill requires the Department of Defense to implement the seven recommendations focused on preventing extremists from enlisting in the Armed Forces that are made in the report titled Screening Individuals Who Seek to Enlist in the Armed Forces . Among other recommendations, the report suggests (1) developing a consistent definition for domestic extremist ideologies, and (2) utilizing various law enforcement resources to evaluate and interpret questionable or concerning tattoos.
Department of State Student Internship Program Act This bill requires the Department of State to establish the Department of State Student Internship Program to offer paid internship opportunities at the State Department to raise awareness of the role of diplomacy in the conduct of U.S. foreign policy. Participants must be enrolled at an institution of higher education (IHE) and able to receive and hold an appropriate security clearance. The State Department must pay participating interns a specified amount, as well as provide housing and travel assistance. The State Department may also enter agreements with IHEs to ensure these internships satisfy criteria for the academic programs in which participants are enrolled. Additionally, the State Department must transition all of its unpaid internship programs to internship programs that offer compensation.
Taiwan Invasion Prevention Act This bill authorizes the President to use the Armed Forces to defend Taiwan against a direct attack by China's military, a taking of Taiwan's territory by China, or a threat that endangers the lives of civilians in Taiwan or members of Taiwan's military. The bill also directs the Department of Defense to convene an annual regional security dialogue with Taiwan and other partners to improve U.S. security relationships with countries in the Western Pacific. (China considers Taiwan a part of China.)
IRS Enhancement and Tax Gap Reduction Act of 2021 This bill appropriates additional amounts to the Internal Revenue Service (IRS) in FY2022-FY2031 for tax enforcement, improving IRS technology infrastructure, and taxpayer services.
African Descent Affairs Act of 2021 This bill directs the Department of State to establish an Office of Global African Descent Affairs, to be headed by the Director and Special Envoy to the Secretary on Global African Descent Affairs. The functions of the office shall include directing policies, programs, and funding relating to the human rights and advancement of people of African descent internationally; developing and managing the Fund for African Descent Affairs to invest in solutions to combat racial discrimination and create opportunities for people of African descent internationally; directing U.S. government resources to support the protection, integration, resettlement, and empowerment of people of African descent; and compiling an annual report on U.S. government activities relating to people of African descent. The bill requires that a description of the status of the people of African descent in each country be included in a specified annual human rights report. The U.S. Agency for International Development must appoint a Senior Advisor to the Administrator on Global African Descent Affairs who shall (1) direct policies, programs, and funding relating to the human rights and advancement of people of African descent internationally; and (2) develop a uniform set of indicators and standards for monitoring and evaluating foreign assistance for people of African descent. The Office of Global African Descent Affairs must develop or update annually (for 10 years after the initial report) a U.S. global strategy to prevent and respond to discrimination and violence against people of African descent.
Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.
Easy Access to Mail Act This bill establishes procedures for the U.S. Postal Service (USPS) regarding the use of centralized delivery of the mail with respect to residential housing units. Specifically, the bill provides that, for any housing development with respect to which the primary mode of mail delivery is any such mode except for centralized delivery on the date of this bill's enactment, the USPS may not change such mode of delivery to centralized delivery; and prohibits the USPS from requiring centralized delivery with respect to any housing development constructed after this bill's enactment without prior approval from the local legislative body, or, in the absence of a local legislative body, the legislature of the state with jurisdiction over the affected property. If approval for centralized delivery is granted, at least 60 days before commencing such delivery the local postmaster shall provide (1) written notice to any other units of local government and any planning commissions located within the applicable county; and (2) a period of 60 days for public comment from residents, property owners, and home builders within such county regarding the use of centralized delivery at the applicable housing development. The Postal Regulatory Commission shall ensure that the USPS does not change any USPS policy in effect on the date of enactment that would result in a disproportionate negative affect on rural, lower income, elderly, disabled, or predominately minority communities.
Restoring and Enforcing Accountability of Presidents Act or the REAP Act This bill eliminates the monetary allowance and funding for travel expenses for any former President convicted of a felony while holding office or for acts committed during or after holding office.
Safeguarding Coal Leasing Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on coal leasing.
Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.
Improving Confidence in Veterans' Care Act This bill prescribes oversight requirements for the Department of Veterans Affairs (VA) regarding health care professionals at VA medical centers. Specifically, the bill requires the VA to ensure each VA medical center consistently compiles, verifies, and reviews specified documentation for each VA health care professional (including contractors). The VA shall ensure that specified health care professionals hold an active Drug Enforcement Administration registration. Each VA medical center must implement (1) monitoring of the performance and quality of the health care delivered by each health care professional at the center, and (2) reviews of such care if an individual notifies the VA of any potential concerns relating to a failure to meet generally accepted standards of clinical practice. The bill imposes notification requirements in situations where the VA substantiates a concern relating to the clinical competency of, or quality of care delivered by, a current or former VA health care professional. The VA is prohibited from entering into a settlement agreement relating to an adverse action against a VA health care professional if such agreement includes terms that require the VA to conceal certain information from the employee's personnel file. Such prohibition does not apply to adverse actions determined to be prohibited personnel practices. The VA must provide mandatory training, at least biannually, to employees of each medical center who are responsible for specified tasks (e.g., those who are responsible for compiling, validating, or reviewing the credentials of VA health care professionals).
Teacher Victims' Family Assistance Act of 2021 This bill establishes the Teacher Victims' Family Trust Fund, from which the Department of Education (ED) must provide financial assistance to certain family members of elementary and secondary school teachers and staff members who are killed by an act of violence while performing their school duties. The bill also increases from 11% to 13% the excise tax on shells and cartridges and provides the trust fund with funding equivalent to the revenues received from the tax increase. Specifically, ED must provide victims' families with (1) funeral assistance; (2) a death benefit payment for the surviving spouse, dependent child, or other next of kin; (3) a monthly living allowance for the surviving spouse until death or remarriage or, if there is no surviving spouse, for each dependent child until age 18; and (4) undergraduate education assistance for each dependent child for five years. Additionally, the bill excludes from a victim's income, for tax purposes, the amount of wages earned in the year of death. It also excludes victims' family assistance received under the bill from gross income for any taxable year.
