S 777: End Taxpayer Funding of Gender Experimentation Act of 2021

End Taxpayer Funding of Gender Experimentation Act of 2021 This bill modifies provisions relating to federal funding for, and health insurance coverage of, gender reassignment medical interventions, which include surgical remedies and hormone therapy arising from a conflict between an individual's gender identity and the sex the individual has or was identified as having at birth. Specifically, the bill prohibits the use of federal funds for gender reassignment medical interventions or for health coverage that includes such interventions. Additionally, such interventions may not be provided in a federal health care facility or by a federal employee. Under current law, coverage of these interventions through Medicare and Medicaid is generally determined at the state level. The bill's restrictions regarding the use of federal funds do not apply to treatment of individuals with medically verifiable disorders of sex development, such as individuals born with atypical development of chromosomal, gonadal, or anatomical sex. The bill also prohibits qualified health plans from including coverage for gender reassignment medical interventions. Further, plans that include coverage for such interventions are not eligible for federal subsidies.

S 774: Protect and Serve Act of 2021

Protect and Serve Act of 2021 This bill establishes a new criminal offense for knowingly assaulting a law enforcement officer and causing serious bodily injury (or attempting to do so) in circumstances that affect interstate commerce. It imposes criminal penalties—a prison term, a fine, or both—on a violator.

HR 1933: END ALL Hazing Act

Educational Notification and Disclosure of Actions risking Loss of Life by Hazing Act or the END ALL Hazing Act This bill requires institutions of higher education (IHEs) that participate in federal student-aid programs to collect information and publicly report on hazing-related misconduct. Specifically, IHEs must prepare biannual reports and post the reports on their websites. The reports must include information on hazing-related misconduct committed by a student organization, including the name of the student organization that committed the violation, a description of the violation, and sanctions placed on the organization. Further, IHEs must report to campus police and law enforcement authorities within 72 hours of becoming aware of any allegation of hazing that involved serious bodily injury or a significant risk of serious bodily injury. The bill does not apply to foreign IHEs.

HR 1945: HITS Act

Help Independent Tracks Succeed Act or the HITS Act This bill permits taxpayers to treat as currently deductible expenses the cost of qualified sound recording productions not exceeding $150,000 in a taxable year. The bill defines qualified sound recording production as certain sound recordings produced and recorded in the United States.

HR 1918: Student Loan Refinancing and Recalculation Act

Student Loan Refinancing and Recalculation Act This bill provides for the refinancing or deferral of certain federal student loans. Specifically, the bill directs the Department of Education to establish a program to refinance the outstanding principal, interest, and late charges on federal student loans in order to give borrowers fixed interest rates equal to the 10-year Treasury note rate plus one percentage point. Further, the bill eliminates origination fees on the loans. In addition, the bill allows borrowers in medical, veterinary, or dental internship or residency programs to defer student loan payments until the completion of their programs.

HR 1791: CHIPP Act

Children’s Health Insurance Program Permanency Act or the CHIPP Act This bill permanently extends the Children's Health Insurance Program (CHIP) and related measures, programs, and authorities. Specifically, the bill permanently funds CHIP and related programs that support the development of child health quality measures and outreach and enrollment efforts. The bill also permanently authorizes the Medicaid and CHIP express lane eligibility option, which allows states to use information from designated programs (e.g., the Supplemental Nutrition Assistance Program) to streamline eligibility determinations for children. Additionally, under the bill, states may expand eligibility to children whose family income exceeds the otherwise applicable limits.

HR 1784: Medicaid REACH Act

Medicaid Report on Expansion of Access to Coverage for Health Act or the Medicaid REACH Act This bill reduces federal payment for Medicaid administrative expenses incurred by states that have not elected to participate in Medicaid expansion under the Patient Protection and Affordable Care Act (i.e., nonexpansion states) if the state does not comply with specified reporting requirements. The bill requires nonexpansion states to report, among other information, the number of uninsured individuals under the age of 65 and the estimated percentage of such individuals who would be eligible to receive coverage if the state expanded Medicaid.

HR 800: Preference for Local Veteran Contractors Act

Preference for Local Veteran Contractors Act This bill requires the Department of Veterans Affairs (VA) to give preference to local contractors for purposes of awarding contracts for the construction or maintenance of a VA facility or for services provided to a particular VA facility or campus. Local contractors are those who submit a bid or proposal and have principal offices or locations within a 60-mile radius of the VA facility covered by the contract. Per the bill, the VA must publish a public notice explaining why a local contractor was not awarded a contract if another contractor is selected. The bill also updates the order of priority for awarding contracts to small business concerns to include priority for local contractors.

HR 746: Ensuring Survivor Benefits during COVID–19 Act of 2021

Ensuring Survivor Benefits during COVID-19 Act of 2021 This bill requires the Department of Veterans Affairs to get a medical opinion to determine if a service-connected disability was the principal or contributory cause of death in situations where a veteran's death certificate identifies COVID-19 (i.e., coronavirus disease 2019) as the principal or contributory cause of death, the certificate does not clearly identify any of the veteran's service-connected disabilities as the principal or contributory cause of death, and a claim for dependency and indemnity compensation is filed with respect to the veteran.

S 749: American Innovation and Jobs Act

American Innovation and Jobs Act This bill revises and expands the deductibility of research and experimental expenditures to allow immediate expensing of such expenditures. It also allows the amortization over a period of at least 60 months of certain other types of research and experimental expenditures not treated as expenses. The bill increases the maximum amount eligible for the tax credit for new and small businesses and increases to 20% the rate of the credit for business startups.

HR 1816: Information Transparency & Personal Data Control Act

Information Transparency & Personal Data Control Act This bill requires the Federal Trade Commission (FTC) to establish requirements for certain entities when they collect, transmit, store, process, use, or otherwise control sensitive personal information. Information relating to an identifiable individual is generally considered sensitive personal information. However, information that is publicly available is not considered sensitive. Specifically, these entities must (1) obtain affirmative consent from users for functionality related to the disclosure of sensitive personal information, (2) publish a privacy and data use policy that is readily understandable, (3) provide users the ability to opt-out of the sharing of their nonsensitive information, and (4) obtain at least once every two years a privacy audit that evaluates the sufficiency of the entity's data privacy and security controls. These requirements do not apply to the collection or sharing of sensitive or nonsensitive personal information for certain purposes such as detecting fraud or identity theft. The bill provides authority for the FTC and state attorneys general to enforce these requirements. Additionally, the FTC must hire 500 new employees to focus on privacy and data security.
