HR 4002: Expanding Access to Graduate Education Act of 2021

Expanding Access to Graduate Education Act of 2021 This bill allows income-eligible graduate students who received Pell Grants during their undergraduate education to utilize their remaining Pell Grant eligibility toward their first graduate degree, subject to the existing 12-semester duration limit. Currently, Pell Grants are available only to undergraduate students.

No Student Exchanges with North Korean Schools Act This bill prohibits an institution of higher education (IHE) from receiving certain federal education funds if the IHE has an agreement in effect with an IHE or other organization that is directly funded by the North Korean government.

HR 3966: To prohibit the United States from rejoining the Joint Comprehensive Plan of Action (JCPOA) until the President makes certain certifications, and for other purposes.

This bill prohibits the United States from rejoining the Joint Comprehensive Plan of Action (JCPOA) until the President makes specified certifications regarding Iran, including actions taken by Iran relating to its nuclear program. The JCPOA is an agreement, signed by Iran and several other world powers (including the United States), that places restrictions on Iran's nuclear program in exchange for certain sanctions relief. The United States withdrew from the JCPOA in 2018.

HR 3947: Justice for Patients Act

Justice for Patients Act This bill prohibits private health insurance plans from (1) including any mandatory arbitration provision for disputes related to the plan, or (2) limiting the ability of a plan enrollee to participate in a class action lawsuit related to the plan. Further, the applicability of this bill to an arbitration agreement may not be determined by an arbitrator.

HR 3933: GBAS Act

Ground-Based Augmentation Systems in the National Airspace System Implementation Act or the GBAS Act This bill requires the Department of Transportation to award grants for deploying ground-based augmentation systems (GBAS) at airports and in aircraft. GBAS augment the Global Positioning System (GPS) used in U.S. airspace to improve the accuracy of, and provide integrity for, an aircraft's GPS navigational position when the aircraft is near an airport.

S 2084: SMART Act

Stop Mandating Additional Requirements for Travel Act or the SMART Act This bill nullifies on July 4, 2021, the rule issued by the Centers for Disease Control and Prevention on January 29, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.

HR 3936: Military Perimeter Transparency Act

Military Perimeter Transparency Act This bill requires the Department of Defense and each military department to monitor real property ownership and occupancy in the vicinity (within a 10-mile boundary) of military installations inside and outside of the United States to identify instances in which a foreign adversary owns or occupies (or is seeking to own or occupy) real property in the vicinity of a military installation. For purposes of this bill, a foreign adversary is any foreign government or foreign nongovernment person engaged in a long-term pattern or serious instances of conduct significantly adverse to the national security of the United States or security and safety of United States persons.
