Conscience Protection Act of 2021 This bill provides statutory authority for certain protections for health care providers that refuse to participate in abortions based on religious beliefs or other convictions. Health care providers include individual professionals, medical facilities, health insurance organizations, and social services providers that refer clients to health care services. The federal government and entities that receive federal funding for health-related activities, including state and local governments, may not discriminate against a health care provider that refuses to be involved in, or provide coverage for, abortions. Currently, similar requirements apply to various related activities, including certain employment or personnel decisions (the Church Amendments), abortion services training (the Coats-Snowe Amendment), qualified health plans offered through health insurance exchanges, and annual appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies (the Weldon Amendment). The HHS Office for Civil Rights must investigate complaints of this kind of discrimination. Furthermore, HHS may terminate or reduce HHS funding for health-related activities if a person or entity fails to comply with nondiscrimination requirements. Additionally, the Department of Justice or any entity adversely affected by such discrimination may bring a civil action to obtain appropriate relief. A plaintiff does not need to seek or exhaust administrative remedies before bringing the action. A plaintiff may also bring an action, including one for money damages, against a governmental entity. In many cases, principles of sovereign immunity shield states and some localities from these kinds of actions.
Network Security Trade Act of 2021 This bill expands the overall trade negotiating objectives of the United States to require that negotiators seek to ensure the security and autonomy of global communications infrastructure.
Fair and Open Competition Act or the FOCA Act This bill prohibits federal construction contracts or controlling documents for federally supported construction projects from requiring or prohibiting project labor agreements. Such documents also may not discriminate against or give preference to a bidder or contractor who signs or refuses to sign a project labor agreement. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.
National Right-to-Work Act This bill repeals those provisions of the National Labor Relations Act and the Railway Labor Act that permit employers to make an agreement with a labor union to require employees to join such union as a condition of employment. Currently, at least 27 states have enacted laws prohibiting employers from compelling employees to become members of a union as a condition of employment.

Direct Interstate Retail Exemption for Certain Transactions Act or the DIRECT Act This bill allows meat and poultry products inspected by State Meat and Poultry Inspection programs to be sold by retail stores, restaurants, or similar retail-type establishments over the internet and shipped by a carrier in commerce (other than for export to a foreign country), provided the meat and poultry products so inspected are shipped directly to household consumers and in normal retail quantities. (Under the inspection programs, the Department of Agriculture Food Safety and Inspection Service allows states that meet certain requirements to inspect meat and poultry. The state-inspected products are currently limited to intrastate commerce, unless a state opts into a separate Cooperative Interstate Shipment Program.)
Strengthening Local Processing Act of 2021 This bill revises provisions related to meat and poultry processing establishments, including smaller establishments (i.e., those with between 10 and 500 employees) and very small establishments (i.e., those with fewer than 10 employees or annual sales of less than $2.5 million). For example, the Department of Agriculture (USDA) must establish a searchable database of peer-reviewed validation studies for use in developing Hazard Analysis and Critical Control Points plans for smaller and very small establishments. The bill increases the maximum federal cost share from 50% to 65% that USDA may provide to assist states in creating meat and poultry inspection programs. Additionally, USDA must conduct outreach with states that have meat and poultry inspection programs, but that do not have Cooperative Interstate Shipment programs. The Cooperative Interstate Shipment program allows state-inspected facilities to operate as federally-inspected facilities and ship their products in interstate commerce and internationally. USDA must also award competitive grants for activities to adapt production, processing, distribution, and sales systems to respond to and recover from the effects of the COVID-19 pandemic, including activities that support (1) the health and safety of meat and poultry plant employees, suppliers, and customers; (2) increased processing capacity; and (3) the resilience of the small meat and poultry processing sector. Further, the bill establishes grant programs to (1) establish or expand career training programs at community colleges, vocational schools, and universities related to meat and poultry processing; and (2) support smaller and very small establishments by offsetting the cost of training new meat and poultry processors.
Tribal Transportation Equity and Transparency Improvement Act of 2021 This bill revises certain programs related to tribal transportation. First, the bill revises the Tribal Transportation Program (TTP) by directing the Department of the Interior to (1) request proposals from Indian tribes to include additional transportation facilities in the National Tribal Transportation Facility Inventory, and (2) ensure that all nonconfidential information from the inventory is made available on its website. Next, the bill specifies that funding allocations (i.e., tribal shares) under the TTP must be determined using the facility inventory for the most recent fiscal year for which data is available instead of using FY2012 data. It also requires each Indian tribe that intends to include a proposed road in the inventory to complete and submit certain documentation for the road. It also requires independent audits by the inspectors general of Interior and the Department of Transportation, as well as the Government Accountability Office, to review the administration of the TTP. Additionally, the bill permits Indian tribes to use funds for carrying out highway safety programs in cooperation with states, counties, and other local subdivisions. It also increases the federal share for Indian tribes under the Nationally Significant Federal Lands and Tribal Projects Program and allows Indian tribes to use planning and design funds for grant applications under the program. Finally, the bill establishes the Tribal Transportation Advisory Committee, which must provide advice to Interior and study issues related to tribal transportation.
Renewable Fuel Standard Integrity Act of 2021 This bill revises requirements for exemptions from the renewable fuel standard (RFS) given to small refineries of crude oil. The existing RFS requires transportation fuel to contain a minimum volume of renewable fuel. The bill establishes an annual deadline for petitions by small refineries for exemptions from the RFS. In addition, the bill subjects information in the petition to public disclosure requirements.
Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.
Improving Confidence in Veterans' Care Act This bill prescribes oversight requirements for the Department of Veterans Affairs (VA) regarding health care professionals at VA medical centers. Specifically, the bill requires the VA to ensure each VA medical center consistently compiles, verifies, and reviews specified documentation for each VA health care professional (including contractors). The VA shall ensure that specified health care professionals hold an active Drug Enforcement Administration registration. Each VA medical center must implement (1) monitoring of the performance and quality of the health care delivered by each health care professional at the center, and (2) reviews of such care if an individual notifies the VA of any potential concerns relating to a failure to meet generally accepted standards of clinical practice. The bill imposes notification requirements in situations where the VA substantiates a concern relating to the clinical competency of, or quality of care delivered by, a current or former VA health care professional. The VA is prohibited from entering into a settlement agreement relating to an adverse action against a VA health care professional if such agreement includes terms that require the VA to conceal certain information from the employee's personnel file. Such prohibition does not apply to adverse actions determined to be prohibited personnel practices. The VA must provide mandatory training, at least biannually, to employees of each medical center who are responsible for specified tasks (e.g., those who are responsible for compiling, validating, or reviewing the credentials of VA health care professionals).
This resolution requests that the President transmit to the House of Representatives documents related to the amount of funding that was provided in specified laws regarding COVID-19 (i.e., coronavirus disease 2019) and is currently unspent. The specified laws include the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020; the Families First Coronavirus Response Act; the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); the Paycheck Protection Program and Health Care Enhancement Act; and Division N of the Consolidated Appropriations Act, 2021.
