This resolution congratulates the people of Greece as they celebrate the 200th anniversary of Greece's independence. The resolution also expresses support for the principles of democratic governance to which the people of Greece are committed.
Flexible Financing for Rural America Act of 202 1 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.
Rural Capital Access Act This bill increases federally backed leverage, or investments, available to small businesses in rural areas through Small Business Administration (SBA) programs. Specifically, the bill (1) reduces restrictions on federally backed leverage for small business investment companies (SBICs) investing in small businesses located in rural areas, and (2) allows the SBA to extend as leverage to rural business investment companies certain unexpended amounts intended for SBICs. The bill also establishes an interagency working group comprised of the SBA, the Department of Agriculture, and industry stakeholders to develop administrative and legislative recommendations to improve program coordination and capital access in rural areas.
Modernizing Agricultural Transportation Act This bill directs the Department of Transportation to establish a working group to (1) identify obstacles to safe, humane, and market-efficient transport of livestock, insects, and agricultural commodities; and (2) develop guidelines and recommended regulatory or legislative actions to improve the safe, humane, and efficient transport of livestock, insects, and agricultural commodities.
Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.
This bill directs the Department of State to include additional information in its annual reports concerning Taiwan's participation at the World Health Organization's World Health Assembly (WHA) as an observer. The report shall describe changes and improvements to the State Department's plan to support Taiwan's observer status at the WHA, following any meetings at which Taiwan did not participate under such status. (China has opposed Taiwan's participation in the WHA.)
This resolution expresses the sense that the current influx of migrants at the southern land border constitutes a crisis.
This resolution observes the 10th anniversary of the Syrian uprising wherein hundreds of Syrians assembled to call on their leadership for democratic reforms and respect for their fundamental freedoms. Further, the resolution commends the bravery of Syrian human rights defenders, affirms U.S. policy with respect to Syria, and calls on the United States to reinvigorate diplomatic efforts to resolve the conflict in Syria and to expand humanitarian aid to the Syrian people.
This bill establishes that a minimum of 50% of a covered packer's weekly volume of livestock slaughter must be purchased through spot market sales from nonaffiliated producers. (The term covered packer applies to a packer that is required to report to the Department of Agriculture each reporting day information on the price and quantity of livestock purchased by such packer and does not include a packer that owns only one livestock processing plant.) A spot market sale is a purchase and sale of livestock by a packer from a producer under (1) an agreement that specifies a firm base price that may be equated with a fixed dollar amount on the date the agreement is entered into, (2) which the livestock are slaughtered not more than 14 days after the date on which the agreement is entered into, and (3) circumstances in which a reasonable competitive bidding opportunity exists on the date on which the agreement is entered into.
This resolution celebrates the successes of American Indian, Alaska Native, and Native Hawaiian women and the contributions they have made in the United States. The resolution also recognizes the importance of supporting equity, providing safety, and upholding the interests of these women.
End Child Trafficking Now Act This bill imposes restrictions related to adult aliens being admitted into the United States with a minor. An adult alien shall not be admitted with a minor unless the adult (1) presents documents and witness testimony proving that the adult is a relative or guardian of the minor, or (2) submits to a DNA test that proves such a relationship. The Department of Homeland Security shall request a DNA test only if the required relationship cannot be established by the presented documents and witness testimony. An adult alien who does not consent to a requested DNA test shall be inadmissible. If the required relationship cannot be established and the immigration officer believes the alien is guilty of a felony offense, the officer may arrest the alien adult. The bill makes it a crime for an alien adult to knowingly use a minor to whom the adult is not a relative or guardian to enter the United States.
Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.
