S 3236: Reforming Broadband Connectivity Act of 2021

Reforming Broadband Connectivity Act of 2021 This bill requires the Federal Communications Commission (FCC) to make changes to the financing of the Universal Service Fund. This fund, which is financed by fees contributed by telecommunications carriers, supports programs to expand the availability of and access to telecommunications services. Specifically, the bill directs the FCC to (1) study the need for expanding the fund's contribution base to ensure fairness and equity in applicable contribution requirements, and (2) reform the fund's contribution system through rulemaking. In carrying out the rulemaking, the FCC must consider the findings and recommendations of its study and the impact of changes on consumers, businesses, and seniors.

HJRES 65: Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Labor relating to "COVID-19 Vaccination and Testing; Emergency Temporary Standard".

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

S 3230: A bill to require the establishment of a working group to evaluate the food safety threat posed by beef imported from Brazil, and for other purposes.

This bill requires the Department of Agriculture (USDA) to establish a working group to (1) evaluate the food safety threat posed by beef imported from Brazil, and (2) make recommendations regarding whether or not the importation of beef from Brazil should be permitted. The bill also suspends imports of beef from Brazil until the working group submits its recommendations to USDA.

S 3215: USACE Military Personnel Augmentation Act of 2021

USACE Military Personnel Augmentation Act of 2021 This bill expands the types of Army personnel entitled to receive certain pay and allowances while assigned to the U.S. Army Corps of Engineers on nonmilitary public works projects. Currently, regular Corps officers and reserve Army officers assigned to the Corps are entitled to receive pay and allowances from funds appropriated for the project that they are working on. The bill entitles warrant officers and enlisted members of the Army, whether regular or reserve, to receive such pay and allowances when assigned to the Corps.

HCONRES 33: Supporting the Local Radio Freedom Act.

This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.

HR 5903: HERD Act

Having Employees Return to Duty Act or the HERD Act This bill addresses federal employees who comply with Executive Order 14043 (requiring COVID-19 vaccination for federal employees). Specifically, the bill requires each federal agency to require employees who comply with the order to work from their duty station and to work the hours required as of February 15, 2020. The bill's requirement does not apply to immunocompromised employees. Additionally, the bill does not prohibit an agency from implementing different policies at a particular work site if the agency finds that (1) there is substantial transmission of COVID-19 within a community in which such requirements would otherwise be carried out; and (2) implementing those different policies will not degrade the level of service that the agency provides to the public.

S 3159: Fairness and Accountability in Underwriting Chinese Institutions Act

Fairness and Accountability in Underwriting Chinese Institutions Act or the FAUCI Act This bill prohibits making any federal funding available to laboratories or research institutions in China for gain-of-function research. The President may waive this prohibition for national security interests. (Under the bill, gain-of-function research generally involves the enhancement of potential pandemic pathogens or related risky research with potentially dangerous pathogens.) Furthermore, if the Office of the Inspector General of the Department of Health and Human Services determines that a National Institutes of Health official, employee, or grantee has intentionally misled or omitted information in a relevant disclosure (e.g., to Congress) about federal funding for international gain-of-function research, such a person shall be ineligible for any federal funding or federal employment.

Prohibiting Taxpayer Funded Settlements for Illegal Immigrants Act This bill prohibits using federal funds to make settlement payments to compensate any individuals for being separated from family members while detained by U.S. Customs and Border Protection if the detention was (1) a result of the individual improperly entering (or attempting to improperly enter) the United States, and (2) in accordance with a Department of Justice memorandum that adopted a zero-tolerance policy for such improper entry into the United States.

S 3146: WALL Act of 2021

WALL Act of 2021 This bill appropriates $25 billion for the construction of a wall on the U.S.-Mexico border and addresses other issues related to immigration. As offsets to this spending, the bill restricts the child tax credit, earned income credits, and lifetime learning credits to those with Social Security numbers and not prohibited from employment in the United States. Also, individuals who file taxes using an individual taxpayer identification number (ITIN) instead of a Social Security number must pay a fee ($300 for each individual on the tax return who was issued an ITIN). The bill restricts eligibility for certain federally-funded benefits, including unemployment compensation, supplemental nutrition assistance, and housing benefits, to those eligible to work in the United States. Agencies administering such benefits must use the E-Verify program to confirm the eligibility of applicants for such benefits. This bill also sets fines for aliens who improperly enter the United States or overstay their visas.

HR 5791: SERVE Act of 2021

Service Education Reallocation for Vacant Elected offices Act of 2021 or the SERVE Act of 2021 This bill modifies the authority to make nominations for cadets or midshipmen to the military service academies in situations where a Member of Congress has not submitted a nomination due to death, resignation from office, or expulsion from office and no successor member has been sworn in to office. Specifically, in the event a Senator does not make a nomination for one of the specified reasons, the nominations must be made by the other Senator from the state concerned. In the event a Representative does not make a nomination for one of the specified reasons, the Senators from the state of the congressional district concerned must make the nomination, with nominations divided equally among Senators and any remainder going to the senior Senator from the state.

HR 3860: To prohibit any requirement that a member of the Armed Forces receive a vaccination against COVID-19.

This bill prohibits the use of federal funds to require a member of the Armed Forces to receive a COVID-19 vaccination. The bill also prohibits adverse action (e.g., punishment) being taken against a member of the Armed Forces because the member refuses to receive a COVID-19 vaccination.
