AN ACT TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY AMENDING SECTION 56-5-1538, RELATING TO THE DEFINITIONS OF EMERGENCY SCENE MANAGEMENT, SO AS TO MAKE TECHNICAL CHANGES, PROVIDE DRIVERS SHALL ENSURE THEIR VEHICLES ARE KEPT UNDER CONTROL WHEN APPROACHING OR PASSING OTHER MOTOR VEHICLES STOPPED ON OR NEAR THE RIGHTS OF WAY OF STREETS OR HIGHWAYS, TO PROVIDE PERSONS DRIVING VEHICLES APPROACHING OTHER STATIONARY VEHICLES DISPLAYING FLASHING HAZARD LIGHTS SHALL REDUCE THEIR SPEED, YIELD THE RIGHT OF WAY, AND MAINTAIN SAFE SPEEDS WHEN CHANGING LANES IS UNSAFE, AND TO PROVIDE PENALTIES. - RATIFIED TITLE

H 3969 permits business entities to operate personal delivery devices, which are small, automated cargo-carrying robots, within Richland County. The bill establishes specific rules for their use, including a maximum speed of ten miles per hour in pedestrian areas and on certain highways. These devices must be remotely monitored by a human operator, yield to pedestrians, and obey traffic laws. Businesses operating these devices must maintain at least $500,000 in liability insurance, and local governments can regulate the time and place of operation. The provisions of this act are set to expire three years after becoming law.

AN ACT TO AMEND ACT 919 OF 1928, AS AMENDED, RELATING TO THE POWERS AND DUTIES OF THE GREENVILLE AIRPORT COMMISSION, SO AS TO INCREASE THE AUTHORIZED TOTAL INDEBTEDNESS TO TWENTY MILLION DOLLARS. - RATIFIED TITLE
