Skills Investment Act of 2021 This bill expands tax-favored Coverdell education savings accounts to allow the accounts to be used for educational or skill development expenses such as training services, career and technical education activities, career services, youth workforce investment activities, and adult education and literacy activities. The bill also renames the accounts Coverdell lifelong learning accounts , increases contribution limits, modifies the age-based contribution restrictions, allows a tax credit for a portion of an employer's contributions to an employee's account, and allows beneficiaries to deduct contributions made by or on behalf of the beneficiary.
Eliminate Agency Excess Space Act This bill modifies requirements with respect to the disposal of surplus and excess property by federal agencies. Among other things, the bill repeals provisions that require federal agencies to report excess property to the General Services Administration (GSA). Additionally, the GSA must issue regulations that allow federal agencies to dispose of surplus and excess property without first making the property available to other agencies or state or local governments. The bill also requires the GSA to survey all unused or underutilized office spaces held by federal agencies, make recommendations to reduce agency real estate assets, and report on costs associated with property disposal.
Helping Gig Economy Workers Act of 2021 This bill temporarily permits digital marketplace companies (e.g., Lyft, DoorDash, Airbnb, etc.) to provide benefits to workers during the COVID-19 (i.e., coronavirus disease 2019) pandemic without such actions establishing those workers as employees or independent contractors or establishing the company as a joint employer under federal, state, or local laws. This bill applies to digital marketplace companies that provide, among other things, financial assistance, health benefits, training, health checks and personal protective equipment to individuals working through such marketplaces during the period beginning on March 15, 2020, and ending on the later of December 31, 2021, or the expiration of the COVID-19 public health emergency.
Stop Senior Scams Act This bill establishes a Senior Scams Prevention Advisory Group, which must create model educational materials to educate employees of retailers, financial-services companies, and wire-transfer companies about how to identify and prevent scams that affect seniors.
Stopping Chinese Communist Involvement in the Power Grid Act This bill provides statutory authority for Executive Order 13920, which set forth requirements related to securing the U.S. bulk-power system.
Protecting Local Authority and Neighborhoods Act or the PLAN Act This bill limits liability protection that applies to a provider of an interactive computer service that facilitates the lease or rental of real property (e.g., Airbnb) in violation of a state law or contractual agreement, such as a lease provision prohibiting short-term rentals. Current law protects providers and users of such services from liability for information provided by third parties, subject to specified exceptions. This bill removes that protection for providers that facilitate certain real estate transactions if the provider (1) receives written notice that a lease or rental violates a law or contractual agreement, and (2) subsequently facilitates the lease or rental in a manner restricted by the applicable law or contractual agreement. The bill also expressly preserves the authority of a state or locality to enforce laws that restrict a provider of an interactive computer service from booking, or providing ancillary services for, a transaction for the lease or rental of real property.
Online Accessibility Act This bill sets forth requirements for consumer-facing websites and mobile applications owned or operated by a private entity and guidance regarding standards for website accessibility by the disabled. Specifically, the bill prohibits the exclusion of an individual, by reason of disability, from participation in or being denied the full and equal benefits of the services of such a website or application or from being subjected to discrimination by a private owner or operator of such a website or application. Such a website or application shall be considered compliant if it is in substantial compliance with the Web Content Accessibility Guidelines 2.0 Level A and Level AA standard established by the Accessibility Guidelines Working Group. A noncompliant entity shall provide an alternative, equivalent means of access by individuals with disabilities. The Access Board must publish related standards. The bill sets forth provisions regarding administrative remedies and reporting of violations and enforcement by the Department of Justice and through private rights of action.

Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.
Intelligence on Nefarious Foreign Leaders Using Education Networks for Corrupt Enrichment Act or the INFLUENCE Act This bill lowers the disclosure threshold regarding gifts or contracts from a foreign source that institutions of higher education (IHEs) must report to the Department of Education (ED). It also requires IHEs to disclose information related to foreign involvement in sensitive projects. Under current law, an IHE is required to disclose to ED a gift or contract that is from a foreign source and is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with a foreign source. The bill instead requires the IHE to disclose such a gift or contract that is valued at $50,000 considered alone or $100,000 or more in combination with all other gifts or contracts. Further, ED must update annually on its website a database of the disclosed information, and an IHE that receives a gift or contract from a foreign source must post certain information on its website. Information made publicly available must not include sensitive information. Additionally, the bill requires IHEs to disclose information related to foreign involvement in sensitive projects. It also requires a specific contract provision for a cultural or language program that is funded by the Chinese government to operate at an IHE. Finally, ED must establish a process to notify federal agencies of violations of the bill. ED must also report on foreign and national security issues affecting IHEs.
Earmark Elimination Act of 2021 This bill establishes a point of order in the House of Representatives against considering legislation that contains a congressional earmark, limited tax benefit, or limited tariff benefit. If the point of order is raised and sustained, the congressional earmark, limited tax benefit, or limited tariff benefit shall be deemed to be stricken from the legislation.
Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.
