S 1956: Manufacturing Clean Energy and Energy Efficiency Act of 2021

Manufacturing Clean Energy and Energy Efficiency Act of 2021 This bill requires the Department of Energy (DOE) to establish a program within the Office of Energy Efficiency and Renewable Energy that provides grants to small- or medium-sized manufacturers for projects that will (1) improve their energy efficiency, material efficiency, cybersecurity, or productivity; or (2) reduce their waste production, greenhouse gas emissions, or nongreenhouse gas pollution. In order to be eligible for grants, manufacturers must have completed energy assessments from Industrial Assessment Centers funded by DOE or third-party assessors that provide equivalent assessments. Only projects that have been recommended in energy assessments are eligible for grants. The bill also authorizes Industrial Assessment Centers to provide technical assistance to small- and medium-sized manufacturers that have completed energy assessments to upgrade, retrofit, or replace systems or infrastructure.

HR 3646: Reducing Barriers for Military Voters Act

Reducing Barriers for Military Voters Act This bill requires the Department of Defense (DOD) to develop a plan for providing end-to-end electronic voting services (e.g., services for registering to vote and returning a ballot) in participating states for absent uniformed service members who are deployed or mobilized in locations with limited or no postal service. Specifically, DOD must develop the plan by consulting with state and local election officials. Further, the plan must include (1) methods to ensure that voters have the opportunity to verify that their ballots are received and tabulated, (2) methods to generate a verifiable and auditable vote trail, and (3) an assessment of whether commercially available technologies may be used to carry out the plan. DOD must implement the plan for a trial group of voters in participating states for the 2024 federal elections. The plan must be implemented for all voters in participating states for the 2026 federal elections and subsequent years.

S 1904: Palestinian International Terrorism Support Prevention Act of 2021

Palestinian International Terrorism Support Prevention Act of 2021 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

S 1950: Iran Sanctions Preservation Act

Iran Sanctions Preservation Act This bill restricts the authority of the President to waive U.S. sanctions on Iran. Specifically, the bill repeals the President's authority to waive sanctions on the purchase of Iranian petroleum or petroleum products or license otherwise sanctionable conduct concerning such purchases. Furthermore, the President may not remove any Iranian person (including a financial institution) from a list of persons, organizations, and entities that have U.S. sanctions levied against them without certifying to Congress that the person has not engaged in particular conduct, such as supporting terrorism or Iran's nuclear weapons program. In addition, the bill prohibits the removal of the Central Bank of Iran from this list unless there is a Senate-approved treaty between the United States and Iran that addresses Iran's nuclear proliferation, ballistic missile program, and support for terrorism. The President must also maintain Iran's designation as a jurisdiction of money laundering concern until certifying to Congress that Iran is not engaged in illicit financial activities, nuclear proliferation activities, or ballistic missile development. The provisions of this bill terminate on the date the Senate approves a treaty between the United States and Iran that addresses Iran's nuclear proliferation, ballistic missile program, and support for terrorism.

S 1945: IGNITE HBCU Excellence Act

Institutional Grants for New Infrastructure, Technology, and Education for HBCU Excellence Act or the IGNITE HBCU Excellence Act This bill establishes a grant program to support long-term improvements of historically Black colleges and universities (HBCUs) and graduate programs at HBCUs. Specifically, the bill requires the Department of Education (ED) to award grants to HBCUs to improve campus facilities. A recipient must use grant funds for certain activities, such as constructing or renovating facilities, carrying out major repairs, and strengthening the safety and security of a campus. Any new construction, modernization, or renovation projects must meet building code and energy and water conservation requirements. Further, HBCUs must seek to procure contracts from certain small businesses, including those owned and controlled by veterans and service-disabled veterans. The bill prohibits the use of grant funds for specified activities, including for the payment of routine and predictable maintenance costs, minor repairs, and utility bills. The Government Accountability Office must study the implementation of the grant program. The bill also requires ED to repay the outstanding balance of principal, interest, fees, and costs and any related reimbursements for certain capital financing loans.

S 1873: Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021

Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types. The Government Accountability Office must report on the resulting utilization and effectiveness of such tests.

S 1939: Preventing Antisemitic Hate Crimes Act

Preventing Antisemitic Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of anti-Semitic hate crimes and reports of anti-Semitic hate crimes. Further, the bill requires DOJ to issue guidance for state, local, and tribal law enforcement agencies on expanding public education campaigns to raise awareness of anti-Semitic hate crimes. Finally, the bill increases the statutory maximum prison term for an individual who is convicted of a federal hate crime offense after a prior conviction for a hate crime offense under federal law or a hate crime felony under state law.

Protecting the Right to Keep and Bear Arms Act of 2021 This bill prohibits (1) the President or the Department of Health and Human Services from declaring emergencies or disasters for the purpose of imposing gun control; and (2) a federal officer or employee, or person operating under color of federal law, from banning the manufacture, sale, or transfer of firearms or ammunition while acting in support of relief from a major disaster or emergency.

HR 2087: PELOSI Rescissions Act of 2021

Proudly Eliminating Liberal Objective Spending Items Rescissions Act of 2021 or the PELOSI Rescissions Act of 2021 This bill rescinds specified funds that were provided by the American Rescue Plan Act of 2021 for various programs and accounts. The bill rescinds funding that was provided for programs and accounts such as the Higher Education Emergency Relief Fund, the Child Care and Development Block Grant program, Federal Transit Administration grants, Amtrak, the Coronavirus State and Local Fiscal Recovery Funds program, several foreign assistance programs, nutrition assistance programs, relief for airports, and emergency rental assistance programs.
