SJRES 17: A joint resolution requiring the advice and consent of the Senate or an Act of Congress to suspend, terminate, or withdraw the United States from the North Atlantic Treaty and authorizing related litigation, and for other purposes.

This joint resolution requires either the advice and consent of the Senate or an act of Congress before the President may suspend, denounce, or withdraw the United States from the North Atlantic Treaty. No funds may be used to support any efforts to suspend, denounce, or withdraw the United States from the treaty unless (1) both the House and the Senate pass a joint resolution approving withdrawal by a two-thirds vote, or (2) the funds are used pursuant to an act of Congress. The President shall notify Congress in writing of any effort to suspend, denounce, or withdraw from the treaty at least 180 days before taking such action. The President must also consult with Congress before providing such written notification. This joint resolution also authorizes the Senate Legal Counsel and the General Counsel of the House of Representatives to represent Congress in judicial proceedings related to actions that are inconsistent with this resolution.

S 4021: Human Rights Violators Act of 2022

Human Rights Violators Act of 2022 This bill establishes additional statutory grounds for barring a non-U.S. national ( alien under federal law) from admission into the United States, including for participating in female genital mutilation. The bill also addresses other issues, such as establishing the Human Rights Violators and War Crimes Center to coordinate efforts to bar foreign human rights abusers from entering the United States and support efforts to remove such individuals from the United States.

HR 7412: Transparency in CFPB Cost-Benefit Analysis Act

Transparency in CFPB Cost-Benefit Analysis Act This bill sets forth information required to be included in a rulemaking made by the Consumer Financial Protection Bureau (CFPB). Specifically, the CFPB must publish a justification of the proposed rulemaking; a quantitative and qualitative assessment of all anticipated direct and indirect costs and benefits; alternatives to the proposed rulemaking; impacts on small businesses; and any assumptions, data, or studies used in preparing this information.

HR 7260: Comprehensive Southern Border Strategy Act

Comprehensive Southern Border Strategy Act This bill requires the Department of Homeland Security to report to Congress a comprehensive southern border strategy. The strategy must include (1) an overview of current security risks along the southern border; and (2) an assessment of the barriers, technologies, and tools that are necessary to achieve and maintain situational awareness and operational control of the border.

HR 3599: Federal Rotational Cyber Workforce Program Act of 2021

Federal Rotational Cyber Workforce Program Act of 2021 This bill establishes a rotational cyber workforce program under which certain federal employees may be detailed among rotational cyber workforce positions at other agencies. This bill authorizes an agency to determine whether a workforce position involving information technology, cybersecurity, or other cyber-related functions in that agency is eligible for the program. Additionally, the bill requires the Office of Personnel Management to issue a Federal Rotational Cyber Workforce Program operation plan providing policies, processes, and procedures for detailing employees among rotational cyber workforce positions at agencies. The Government Accountability Office must assess the operation and effectiveness of the rotational cyber workforce program by addressing the extent to which agencies have participated in the program and the experiences of employees serving in the program.

HR 3076: Postal Service Reform Act of 2022

Postal Service Reform Act of 202 2 This bill addresses the finances and operations of the U.S. Postal Service (USPS). The bill requires the Office of Personnel Management (OPM) to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees. The bill provides for coordinated enrollment of retirees under this program and Medicare. The bill repeals the requirement that the USPS annually prepay future retirement health benefits. Additionally, the USPS may establish a program to enter into agreements with an agency of any state government, local government, or tribal government, and with other government agencies, to provide certain nonpostal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria. The USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition. The Postal Regulatory Commission must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). The USPS Office of Inspector General shall perform oversight of the Postal Regulatory Commission.

HR 2326: Veterans’ Cyber Risk Awareness Act

Veterans' Cyber Risk Awareness Act This bill requires the Office of Public and Intergovernmental Affairs of the Department of Veterans Affairs (VA) to conduct a communications and outreach campaign to educate veterans about cyber risks . These risks can include disinformation, identity theft, scams, and fraud spread via the internet or social media. Additionally, the VA must seek to enter an agreement with a federally funded research and development corporation to perform a study that assesses (1) the vulnerability of veterans to cyber risks, (2) the availability and efficacy of resources to assist veterans in combatting such risks, and (3) the efficacy of the VA's outreach campaign. The study must also recommend ways the VA can reduce cyber risks to veterans.

Kenneth P. Thompson Begin Again Act This bill expands eligibility for the expungement of records related to a first-time drug possession offense. Current law permits expungement for offenders who commit the offense before age 21. This bill permits expungement for offenders who commit the offense at any age.
