S 4102: SSI Savings Penalty Elimination Act

SSI Savings Penalty Elimination Act This bill increases resource limits used to determine eligibility for the Supplemental Security Income (SSI) program. SSI is a federal assistance program that provides monthly cash payments to aged, blind, or disabled individuals with limited income and resources. Specifically, the bill increases the resource limits from $2,000 to $10,000 for individuals and from $3,000 to $20,000 for married couples. The bill annually adjusts the limits for inflation.

S 4115: Fairness for Crime Victims Act of 2022

Fairness for Crime Victims Act of 2022 This bill establishes budget points of order in the House of Representatives and the Senate against considering provisions in appropriations legislation that contain changes in mandatory programs (CHIMPs) that would cause the amount available for obligation during the fiscal year from the Crime Victims Fund (CVF) to be less than the annual average for the three previous fiscal years. A CHIMP is a provision that (1) would have been estimated as affecting direct spending or receipts if the provision were included in legislation other than an appropriations bill; and (2) results in a net decrease in budget authority in the current year or the budget year, but does not result in a net decrease in outlays over the period of the total of the current year, the budget year, and all fiscal years covered under the most recently adopted budget resolution.

S 4116: SMART Cocaine Sentencing Act

Start Making Adjustments and Require Transparency in Cocaine Sentencing Act or the SMART Cocaine Sentencing Act This bill reduces the federal sentencing disparity between drug offenses involving crack cocaine and powder cocaine. Currently, different threshold amounts of crack cocaine and powder cocaine (e.g., 28 grams of crack cocaine and 500 grams of powder cocaine) trigger the same statutory criminal penalties. This bill reduces the federal sentencing disparity by altering the threshold amounts of crack cocaine and powder cocaine that trigger statutory criminal penalties. Specifically, the bill increases the threshold amounts of crack cocaine (e.g., from 28 to 160 grams) and decreases the threshold amounts of powder cocaine (e.g., from 500 to 400 grams) that trigger statutory criminal penalties. The changes may apply retroactively, but only if the Department of Justice (DOJ) certifies that the sentence of a defendant should be reduced. The bill requires DOJ to review and report on various data related to crack cocaine and powder cocaine, including individual dosage amounts, addictiveness, and associated violence. Additionally, the U.S. Sentencing Commission must report publicly on cocaine offenses and offenders, including trends in cocaine trafficking patterns, price, and use; the interaction of state penalties with federal prosecutorial decisions; and federal case law developments related to federal cocaine sentencing.

S 895: Human Trafficking Survivor Tax Relief Act

Human Trafficking Survivor Tax Relief Act This bill excludes from gross income, for income tax purposes, any civil damages, restitution, or other monetary award (including compensatory or statutory damages and restitution imposed in a criminal matter) awarded pursuant to an order of mandatory restitution or in a criminal proceeding for peonage, slavery, or human trafficking.

HR 7631: Veterans for Mustangs Act

Veterans for Mustangs Act This bill directs the Department of the Interior to prioritize use of nonsurgical, medically safe on-range fertility controls to manage populations of wild, free-roaming horses and burros. In implementing such fertility controls, the Bureau of Land Management shall prioritize the recruitment of military veterans to train and become certified in the application of fertility controls, including the certified PZP applicator certification offered by the Science and Conservation Center's Certification Program. Interior shall provide appropriate compensation to military veterans participating in such a certification program. The bill authorizes Interior to contract with military veterans who have completed the training program to carry out fertility control activities.

HR 7600: TSA Act

Traditional Screening Application Act or the TSA Act This bill prohibits the Transportation Security Administration (TSA) from using the 'X' gender designation in the TSA PreCheck advanced security program and instead authorizes the TSA to allow applicants and participants in the program to select from only 'Male' or 'Female'.

HR 7314: AXIS Act

Assessing Xi's Interference and Subversion Act or AXIS Act This bill requires the Department of State to periodically report to Congress on whether and how China's government, the Chinese Communist Party, or any other Chinese entity has provided support for Russia's invasion of Ukraine. The report must address specified matters, including any efforts to (1) help Russia's government or Russian entities evade sanctions or export controls, (2) provide Russia with technology to support Russia's military or intelligence capabilities, or (3) further Russia's disinformation and propaganda efforts.

HR 6930: Asset Seizure for Ukraine Reconstruction Act

Asset Seizure for Ukraine Reconstruction Act This bill establishes a working group to determine the legal mechanisms that may be used to seize assets belonging to certain foreign persons (i.e., individuals and entities) affiliated with Russia's political leadership and addresses related issues. The interagency working group must determine the constitutional mechanisms by which the President may take steps to seize and confiscate assets belonging to any sanctioned foreign person whose wealth is derived through support for or corruption related to the regime of Russian president Vladimir Putin. The working group must report to Congress on certain issues including (1) recommendations to impose additional energy-related sanctions on Russia's government, and (2) any additional authorities the President needs to take steps to seize and confiscate the assets. The President must report to Congress a determination as to whether to expand existing sanctions related to certain Russian government activities to cover additional persons.
