HR 5514: Choose Home Care Act of 2021

Choose Home Care Act of 2021 This bill provides for coverage of home-based extended care services under Medicare. Specifically, the bill provides for coverage of services that are furnished to Medicare beneficiaries in their homes by home health agencies, including nursing care, meals and nutritional support, home medical supplies, nonemergency medical transportation, and care coordination. Coverage includes 30 days of post-hospital care and other periods of extended illness, as determined by the Centers for Medicare & Medicaid Services (CMS). Home health agencies that provide such services may receive additional payments in accordance with a specified methodology. The CMS may make payments for covered services furnished before 2022 during any period in which there is a public health emergency.

HR 5525: ENABLERS Act

Establishing New Authorities for Businesses Laundering and Enabling Risks to Security Act or the ENABLERS Act This bill expands the definition of a financial institution for purposes of reporting suspicious transactions, anti-money laundering programs, and other related measures. Specifically, the bill expands this definition to include persons who provide investment advice for compensation; persons who trade in works of art, antiques, or collectibles; attorneys, law firms, or notaries involved in financial or related activity on behalf of another person; certain trusts and company service providers; certified public accountants and public accounting firms; persons engaged in the business of public relations, marketing, communications, or other similar services in such a manner as to provide another person anonymity or deniability; and persons engaged in the business of providing third-party payment services. Additionally, the Financial Crimes Enforcement Network must establish a task force to develop a strategy to impose anti-money laundering safeguards and enforce requirements on certain professions. Finally, domestic title insurance companies must obtain, maintain, and report to the Department of the Treasury information on the beneficial owners of entities that purchase or sell residential or commercial real estate in transactions involving the domestic title insurance company.

SRES 419: A resolution acknowledging and commemorating the World War II women in the Navy who served in the Women Accepted for Volunteer Emergency Service ("WAVES").

This resolution honors and commends the women who served in the Navy Women Accepted for Voluntary Emergency Service (WAVES) during World War II. Additionally, the resolution recognizes that the WAVES opened opportunities for women and contributed vitally to the victory of the United States and Allies in World War II.

S 2981: HELPER Act of 2021

Homes for Every Local Protector, Educator, and Responder Act of 2021 or the HELPER Act of 2021 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a one-time mortgage on a primary family residence with no down payment and no monthly mortgage insurance premium.

S 2953: Protecting Financial Privacy Act of 2021

Protecting Financial Privacy Act of 2021 This bill prohibits the Internal Revenue Service from creating or implementing any new financial account reporting program that would require financial institutions to report data on financial accounts in an information return listing balances, transactions, transfers, or inflows or outflows of any kind, and that was not in effect as of October 1, 2021.

Better Enforcement of Grievous Offenses by unNaturalized Emigrants or the BE GONE Act This bill expands, for immigration purposes, the definition of aggravated felony to include sexual assault and aggravated sexual violence. (Under current law, a conviction for an aggravated felony is grounds for deportation and may bar an individual from other immigration-related benefits.)

HR 5491: Securing Systemically Important Critical Infrastructure Act

Securing Systemically Important Critical Infrastructure Act This bill sets out a process to designate elements of critical infrastructure as systemically important. Critical infrastructure refers to the machinery, facilities, and information that enable vital functions of governance, public health, and the economy. Specifically, the Cybersecurity and Infrastructure Security Agency (CISA) must establish a methodology based on objective criteria to designate critical infrastructure as systemically important. In developing the criteria, CISA must consider, among other factors, the scale of the potential effects of a disruption to the infrastructure on domestic security, the economy, health, or safety. Using the methodology, CISA must make a preliminary designation and then provide an opportunity for the infrastructure's owner or operator to share additional information. A preliminary designation becomes final after 30 days unless, on the basis of additional information, CISA determines the infrastructure does not meet required criteria. The bill also requires CISA to maintain a list of systemically important critical infrastructure, prioritize systemically important critical infrastructure in its programs and activities, report on various matters related to the designation process, and assess processes for and benefits of enhanced risk management coordination between the federal government and the owners and operators of systemically important critical infrastructure. Additionally, the Department of Homeland Security must prioritize the security clearance applications of owners and operators of systemically important critical infrastructure.

HRES 701: Requesting the President, and directing the Secretary of State, to transmit to the House of Representatives copies of all documents in their possession referring or relating to certain aspects of the United States withdrawal from Afghanistan.

This resolution requests the President and directs the Department of State to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of both classified and unclassified documents that refer or relate to certain information on the withdrawal of the United States from Afghanistan, including reactions, concerns, or objections expressed by certain allies and partners; any agreement reached with the Taliban related to the evacuation of specified individuals; and numbers of specified individuals in contact with the State Department to request evacuation assistance from Afghanistan, from July 30, 2021, to the present.

S 2934: Bicameral Congressional Trade Authority Act of 2021

Bicameral Congressional Trade Authority Act of 2021 This bill requires congressional approval for a presidential import adjustment due to a national security threat from an import related to military equipment, energy resources, or critical infrastructure essential to national security. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary and must submit to Congress the reasons for any action taken or not taken. The Department of Defense (currently, the Department of Commerce) must investigate the effect of these imports on national security. The bill retroactively applies to any proposed action made four years before enactment of this bill. In general, any rate of duty modification occurring in the time period beginning four years before and ending the day before enactment of this bill must revert to the previous rate unless it receives congressional approval.
