Preventing Future Pandemics Act of 2022 This bill addresses issues related to the commercial trade in live wildlife for human consumption in other countries. For example, the bill requires the Department of State and the U.S. Agency for International Development to work with foreign governments, multilateral organizations, and nongovernmental organizations to carry out activities to (1) close wildlife markets and prevent associated commercial trade in live wildlife, (2) improve regulatory oversight and eliminate practices that contribute to zoonotic spillover and emerging pathogens, and (3) offer alternative livelihood and worker training programs to individuals and communities currently engaged in the commercial trade in live wildlife for human consumption.
Medicare Advantage Quality Payment Relief Act of 2022 This bill requires the Centers for Medicare & Medicaid Services to disregard the application of certain percentage quality increases when calculating the maximum payment that may be made to a Medicare Advantage organization.
Helping Experts Accelerate Rare Treatments Act of 2022 This bill modifies provisions relating to the approval of drugs for rare diseases and conditions, including by requiring regular reporting on the number and types of applications received and the extent to which external experts are consulted during the review process.
Simplify, Don't Amplify the IRS Act This bill limits Internal Revenue Service (IRS) enforcement authority and modifies certain IRS reporting requirements. It also eliminates certain restrictions on the use of coronavirus recovery funds. Among other provisions, the bill increases the gross receipts reporting threshold for certain religious and charitable organizations from $5,000 to $50,000; generally increases penalties for unauthorized disclosure of taxpayer information and for such disclosures by tax return preparers; requires the IRS to establish a fellowship program to recruit private sector tax experts to create a task force to, among other things, educate IRS employees on emerging issues, perform audits, and address offshore tax evasion; and sets forth provisions for reducing improper payments to taxpayers. The bill also requires the IRS to report annually on the tax gap estimate for the most recent taxable year. The IRS must use artificial intelligence to calculate an estimate of the tax gap. The bill defines tax gap as the difference between tax liabilities owed to the United States and those liabilities actually collected. The bill restricts funding for IRS audits and enforcement until the IRS publishes an updated tax gap projection.

Freedom of Association in Higher Education Act of 2022 This bill addresses freedom of association protections for college students in single-sex social organizations. Specifically, the bill gives students (or groups of students) enrolled at institutions of higher education (IHEs) the right to form or join social organizations, including single-sex social organizations. Additionally, the bill prohibits IHEs that participate in federal student-aid programs from taking adverse actions against single-sex social organizations or students who are members or prospective members of such organizations based solely on the practice of limiting membership to only individuals of one sex; taking actions that require or coerce members or prospective members of such organizations to waive protections provided under the bill, including as a condition of enrolling in the IHE; or imposing a recruitment restriction on a single-sex social organization that is not imposed upon other student organizations, unless the organization and IHE have entered into a written agreement allowing the restriction.
This joint resolution requires either the advice and consent of the Senate or an act of Congress before the President may suspend, denounce, or withdraw the United States from the North Atlantic Treaty. No funds may be used to support any efforts to suspend, denounce, or withdraw the United States from the treaty unless (1) both the House and the Senate pass a joint resolution approving withdrawal by a two-thirds vote, or (2) the funds are used pursuant to an act of Congress. The President shall notify Congress in writing of any effort to suspend, denounce, or withdraw from the treaty at least 180 days before taking such action. The President must also consult with Congress before providing such written notification. This joint resolution also authorizes the Senate Legal Counsel and the General Counsel of the House of Representatives to represent Congress in judicial proceedings related to actions that are inconsistent with this resolution.
Human Rights Violators Act of 2022 This bill establishes additional statutory grounds for barring a non-U.S. national ( alien under federal law) from admission into the United States, including for participating in female genital mutilation. The bill also addresses other issues, such as establishing the Human Rights Violators and War Crimes Center to coordinate efforts to bar foreign human rights abusers from entering the United States and support efforts to remove such individuals from the United States.
Transparency in CFPB Cost-Benefit Analysis Act This bill sets forth information required to be included in a rulemaking made by the Consumer Financial Protection Bureau (CFPB). Specifically, the CFPB must publish a justification of the proposed rulemaking; a quantitative and qualitative assessment of all anticipated direct and indirect costs and benefits; alternatives to the proposed rulemaking; impacts on small businesses; and any assumptions, data, or studies used in preparing this information.
Comprehensive Southern Border Strategy Act This bill requires the Department of Homeland Security to report to Congress a comprehensive southern border strategy. The strategy must include (1) an overview of current security risks along the southern border; and (2) an assessment of the barriers, technologies, and tools that are necessary to achieve and maintain situational awareness and operational control of the border.
