HB 7291: AN ACT RELATING TO EDUCATION -- RHODE ISLAND EARLY CARE AND EDUCATION WORKFORCE DATA ACT

HB 7291 establishes the Rhode Island Early Care and Education Workforce Data Act to create a statewide registry for staff working in licensed child care and early learning programs. This system is designed to collect and maintain data on educator demographics, qualifications, and annual turnover rates while also connecting workers with professional development opportunities. The bill requires the Department of Human Services to implement this registry by July 1, 2025, and to publish annual reports on workforce characteristics starting in January 2026. By codifying a previously funded initiative into state law, the measure ensures consistency in data collection to support policy decisions and strategic investments in the early education sector.

SB 2885: AN ACT RELATING TO FOOD AND DRUGS -- THE RHODE ISLAND CANNABIS ACT

SB 2885 allows hybrid cannabis businesses in Rhode Island to advertise their products during a specific transitional period while they prepare for full legalization. The law requires these businesses to separate medical and adult-use cannabis in their inventory, storage, and sales areas, and to maintain strict tracking systems to distinguish between the two. It also mandates that medical patients continue to receive priority service and ensures that existing medical program rules remain in effect until new regulations are finalized. Once the transition is complete, the bill transfers regulatory authority from several state agencies to a newly established cannabis office.
