HB 5256: AN ACT RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES--EQUAL PAY FOR HEALTHCARE PROVIDERS

HB 5256 requires health insurance policies to pay nurse practitioners and physician assistants the same amount as physicians for covered primary care and mental health services they provide within their licensed scope. This applies when these providers work independently (billing directly as their own practice) rather than in certain group practices like federally qualified HMOs. Insurers cannot reduce payments to physicians to comply with this requirement. The law takes effect January 1, 2026.

SB 377: AN ACT RELATING TO PUBLIC UTILITIES AND CARRIERS -- BROADBAND DEPLOYMENT AND INVESTMENT ACT

SB 377 establishes the "2025 Rhode Island Broadband Transparency and Consumer Protection Act" to prevent state regulation of broadband services like VoIP and internet-based communications. It requires Internet service providers (ISPs) to submit data on speeds, technology, and coverage to the Rhode Island Commerce Corporation, which will create and maintain an updated statewide broadband map. This map will identify underserved areas and guide infrastructure planning, using data from ISPs, speed tests, and public sources. The bill aims to ensure all Rhode Island residents and businesses have access to reliable, affordable, and robust broadband service by prioritizing transparency over regulatory barriers.

It defines a "vape shop" as a business exclusively selling nicotine products to adults 21+ and exempts these shops from the flavor ban. The bill also clarifies that cannabis facilities (compassion centers) are exempt from the prohibition, except for tobacco/nicotine products. This legislation is pending Senate Finance Committee action after being referred for study.
