SB 2150: AN ACT RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- UNLAWFUL CONFINEMENT OF A COVERED ANIMAL

This bill delays the enforcement of laws requiring specific living conditions for egg-laying hens until January 1, 2028. It directly affects commercial egg producers by temporarily exempting them from current confinement standards that would otherwise take effect. The legislation allows these farms to continue using existing housing methods for hens during the extension period without legal penalty. Once the deadline passes, the original regulations will apply to covered animals as previously scheduled.

HB 7927: AN ACT RELATING TO TAXATION -- TAXATION OF BANKS

This bill allows banks to choose a specific method for calculating how much of their income is subject to state tax. Under the new rules, if a bank elects to use this allocation and apportionment method, it must add back certain business expenses paid to related companies within the same corporate group to its taxable income. The law includes exceptions for these added expenses if the bank can prove the transactions were made for legitimate business reasons at fair market rates. These changes apply to tax years starting on or after January 1, 2025, and also provide a process for banks to request alternative calculation methods if the standard formula does not accurately reflect their state business activity.

HB 7365: AN ACT RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES

This bill requires health insurers to cover and pay for specific infused prescription drugs that are administered by doctors or clinics, rather than refusing payment just because the drug was dispensed at the treatment site. The law defines these drugs as those that patients cannot safely give themselves and mandates that insurance reimbursement rates for these drugs match the rates paid to preferred pharmacies. Additionally, the bill directs the state health insurance commissioner to study how these payments are calculated after 2025 and report findings to the legislature by early 2026. By amending laws related to accident and sickness insurance, nonprofit hospitals, and medical service corporations, the measure ensures that patients receive necessary treatments without facing insurance denials based on where the drug is dispensed.

SB 3004: AN ACT RELATING TO TAXATION -- MOTION PICTURE PRODUCTION TAX CREDITS

This bill clarifies the rules for Rhode Island's motion picture production tax credits by expanding which expenses count toward the credit. It ensures that all costs for goods and services performed within the state, regardless of the vendor's location, qualify as certified production costs. The legislation also defines specific terms like "state-certified production" and "primary locations" to establish clear criteria for films eligible for the incentive. By removing previous ambiguities about out-of-state vendors, the bill aims to simplify the process for production companies seeking financial support for filming in Rhode Island.

SB 2021: AN ACT RELATING TO LABOR AND LABOR RELATIONS -- MINIMUM WAGES

This bill expands the state's minimum wage laws to include individuals who work in domestic service or within private homes. Currently, these workers are excluded from the definition of "employee" under the existing statute, meaning they are not covered by minimum wage requirements. The legislation amends the relevant legal definitions to remove this specific exemption, thereby bringing these workers under the same wage protections as other employees. Once signed into law, employers in this sector will be required to pay their domestic workers at least the state-mandated minimum wage.

The funds can be used for a wide range of projects, including roof replacements, playground upgrades, landscaping, paving, and health and safety initiatives.
