HB 7978: AN ACT RELATING TO TOWNS AND CITIES -- SUBDIVISION OF LAND

This bill requires every town and city in the state to switch to electronic permitting for all development applications related to zoning, land subdivision, and low-income housing by October 1, 2025. To fund the necessary digital systems and staff, the law mandates that applicants pay an additional fee equal to one-tenth of one percent of their total application cost, which goes to a state office to build a uniform online platform. The legislation also allows the state building commissioner to create specific rules for how these digital tools must be implemented and ensures that local governments can be reimbursed for their compliance costs. Ultimately, the act moves the entire process of submitting plans, reviewing documents, and calculating fees online to streamline how communities handle construction and development projects.

HB 7946: AN ACT RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- UNLAWFUL CONFINEMENT OF A COVERED ANIMAL

This bill exempts commercial egg-laying hens from confinement laws that currently restrict how animals are kept in cages until January 1, 2030. The legislation amends existing statutes to allow these hens to be housed in ways that would otherwise be considered unlawful confinement under the current rules. This change directly affects the egg industry by providing a temporary legal exception for standard commercial egg production practices. The exemption is set to expire on the specified date, at which point the hens would again be subject to the original confinement regulations.

HB 7015: AN ACT RELATING TO BUSINESSES AND PROFESSIONS -- ELECTRICIANS

HB 7015 clarifies which electrical services require a state contractor's license, directly affecting businesses and individuals who install, maintain, or service electrical systems. The bill updates legal definitions to explicitly include work on support systems for electrical equipment, fire alarms, and lightning protection while excluding low-voltage wiring for heating and cooling units. It mandates that licensed contractors carry their licenses on-site and display their license numbers on advertisements and contracts, with an exemption for single-family owner-occupied homes. Additionally, the legislation establishes specific license categories for specialized roles such as burner contractors, fire alarm contractors, and renewable energy professionals.
