Hydrogen Utilization and Sustainability Act This bill expands the tax credit for producing electricity from renewable resources to include qualified hydrogen. The bill defines qualified hydrogen as hydrogen fuel certified as having a carbon intensity of not greater than 75 grams of CO2e (carbon dioxide equivalent) per kilowatt hour of electricity produced, as determined based on a lifecycle analysis.
Medicare at 50 Act This bill establishes a Medicare buy-in option for certain qualifying individuals and also repeals restrictions relating to prescription drug prices under the Medicare prescription drug benefit. Specifically, the bill allows individuals aged 50 to 64 to enroll in Medicare if such individuals would otherwise qualify for Medicare at the age of 65. The Centers for Medicare & Medicaid Services (CMS) must determine enrollment periods and set premiums for the buy-in option established under the bill, in accordance with specified requirements. The CMS must also award grants to states and nonprofit organizations for outreach and enrollment activities relating to the buy-in option. The bill also repeals provisions that prohibit the CMS from negotiating the prices of prescription drugs or from establishing a formulary under the Medicare prescription drug benefit.
Access to Healthy Food for Young Children Act of 2021 This bill revises several provisions related to the Child and Adult Care Food Program. These revisions include increasing reimbursement rates; requiring reimbursements to be adjusted annually to reflect the Consumer Price Index for food away from home, rather than the Consumer Price Index for food at home used under current law; providing for an additional meal service to be served in child care settings with eight or more hours between the first meal service and the beginning of the fourth meal service; expanding geographical eligibility for tier I family or group day care homes; and requiring the Department of Agriculture to establish an advisory committee to examine the feasibility of reducing unnecessary or duplicative paperwork for those participating or seeking to participate in the program. The bill also provides funding to (1) provide nutrition training and technical assistance under the program, and (2) increase the participation of children from underserved communities.
Domenic and Ed's Law This bill requires the Department of Education (ED) to discharge a parent borrower's liability on Federal Family Education Loans if the student on whose behalf the parent incurred the loans becomes disabled. Specifically, ED must discharge the liability on loans that parents incurred on behalf of a student who (1) has become permanently and totally disabled, or (2) is unable to engage in any substantial gainful activity due to a physical or mental impairment that can be expected to result in death or has lasted or is expected to last continuously for at least 60 months. Under current law, ED is required to discharge a parent borrower's liability on these loans only if the student dies.
Counseling for Career Choice Act This bill directs the Department of Education to award competitive grants to state educational agencies and, through them, subgrants to eligible entities (e.g., local educational agencies) to implement comprehensive school career counseling programs.
21st Century Transportation Workforce Development Act This bill directs the Department of Transportation (DOT) to establish a task force on developing a 21st-century surface transportation workforce. The task force must develop and submit recommendations and strategies for DOT to evaluate the current and future state of the surface transportation workforce; identify factors influencing individuals pursuing careers in surface transportation; address barriers to retaining individuals in surface transportation careers; identify and address potential impacts of emerging technologies on the surface transportation workforce; increase access for vulnerable or underrepresented populations; facilitate and encourage elementary, secondary, and postsecondary students in the United States to pursue careers in the surface transportation sector; and identify and develop pathways for students and individuals to secure pre-apprenticeships, registered apprenticeships, and other work-based learning opportunities in the U.S. surface transportation sector. The task force shall terminate upon submitting to Congress a report containing the recommendations and strategies.
Transportation Workforce Centers of Excellence Act This bill directs the Department of Transportation (DOT) to designate certain two-year institutions of higher education as Community and Technical College Centers of Excellence in Transportation Workforce Training. Additionally, DOT must establish a program to award competitive grants to the centers to address education and training related to careers in transportation sectors. Grants under the program may not exceed $2 million, and the federal share of project costs may not exceed 50%.
Global Electoral Exchange Act of 2021 This bill authorizes the Department of State to establish a Global Electoral Exchange Program to promote sound election-administration practices around the world. The State Department may award grants to qualified, tax-exempt, U.S.-based organizations that have expertise and experience in relevant topics, such as election-system integrity. Grants may be used to design programs to bring relevant individuals, such as election administrators and poll workers, together to study and discuss election procedures. The State Department shall periodically report to Congress on the program's activities.
This resolution states that the August 9, 2020, election in Belarus was neither free nor fair and, as such, the House of Representatives does not recognize Alyaksandr Lukashenka as the country's legitimate president. The resolution also states that the people of Belarus have the right to determine the country's future without unwelcome intervention from outside actors and condemns the human rights violations committed by Belarusian authorities.
Access to Contraception for Servicemembers and Dependents Act of 2021 This bill addresses Department of Defense (DOD) contraceptive care and family planning services. Specifically, the bill prohibits cost-sharing requirements with respect to TRICARE beneficiaries for specified prescription contraceptives. Additionally, the bill prohibits cost-sharing requirements for TRICARE Select and TRICARE Prime beneficiaries in relation to any in-network method of contraception or contraceptive care (including with respect to insertion, removal, and follow-up), any sterilization procedure, or any related patient education or counseling service. The bill requires DOD to provide information on all methods of emergency contraception and care to sexual assault survivors at its medical treatment facilities. Upon request by a sexual assault survivor, DOD must provide such emergency contraception or a prescription for emergency contraception. Finally, DOD must establish a uniform standard curriculum for education programs on family planning for all members of the Armed Forces. Such education programs must be provided to service members during their first year of service and at other appropriate times, as determined by each military department.

United States-Israel Cybersecurity Cooperation Enhancement Act of 2021 This bill requires the Department of Homeland Security to establish a grant program that contributes to the homeland security capabilities of both the United States and Israel by supporting cybersecurity research and development as well as the demonstration and commercialization of cybersecurity technology. Grant applicants must address a requirement in the area of cybersecurity research or cybersecurity technology and be comprised of a joint venture between a U.S. entity and an Israeli entity (or the governments of each country).
