This joint resolution proposes a constitutional amendment declaring that women shall have equal rights in the United States and every place subject to its jurisdiction. The amendment prohibits the United States or any state from denying or abridging equal rights under the law on account of sex.
This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.
This resolution condemns and denounces all forms of anti-Asian sentiment, including those related to COVID-19 (i.e., coronavirus disease 2019), and calls on federal law enforcement officials, working with state and local agencies, to take specified steps. The resolution calls on federal officials to expeditiously investigate and document all credible reports of hate crimes, harassment, bullying, and threats against the Asian American and Pacific Islander communities; the Attorney General to work with state and local agencies and Asian American and Pacific Islander community-based organizations to prevent discrimination and to expand culturally competent and linguistically appropriate education campaigns on public reporting of hate crimes; and the Department of Health and Human Services to issue guidance describing best practices to mitigate racially discriminatory language in describing the pandemic. The resolution recommits the United States to serving as a world leader in building more inclusive, diverse, and tolerant societies by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that put Asian Americans and Pacific Islanders at risk.
Targeting Environmental and Climate Recklessness Act of 2021 This bill authorizes the President to impose visa- and property-blocking sanctions on any foreign person that is responsible for or involved in specified activities that are detrimental to the environment. Such activities include (1) causing significant excess greenhouse gas emissions associated with power generation; (2) causing significant or illegal deforestation or loss of natural carbon sinks; and (3) knowingly misrepresenting the environmental impact of a project, investment, or product. The bill further states that it is U.S. policy to consider any act of corruption related to such activities and any violation of internationally recognized human rights committed against specified individuals to be sanctionable.
Safeguarding America's Future and Environment Act or the SAFE Act The bill requires the development of an integrated national approach to help fish, wildlife, and plants adapt to extreme weather changes and climate change. Specifically, the bill requires the President to establish an interagency National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group. The working group must adopt the 2013 National Fish, Wildlife, and Plants Climate Adaptation Strategy, which addresses the effects of extreme weather and climate change on fish, wildlife, and plants. After the Committee on Earth and Environmental Sciences releases a periodic scientific assessment required under the U.S. Global Change Research Program, the working group must use sound science to review and revise the strategy to incorporate new information and advances in the development of strategies to help fish, wildlife, and plants adapt. Each federal agency must integrate the strategy into agency plans, environmental reviews, and programs. The Department of the Interior must establish a National Climate Change and Wildlife Science Center to assess and develop scientific information, tools, strategies, and techniques to support the working group and other interested parties in addressing the effects of extreme weather and climate change. Interior must establish an Advisory Committee on Climate Change and Natural Resource Sciences to advise the working group.
Stop Theft of Intellectual Property Act of 2021 This bill makes the misappropriation of trade secrets a ground for deporting or barring an alien from entry into the United States. Specifically, an alien may be denied entry into the United States if there are reasonable grounds to believe that the alien has violated, is violating, or is seeking entry to violate any U.S. law relating to the misappropriation of trade secrets or economic espionage. Similarly, an alien may be deported if the alien has violated, is violating, or after admission into the United States violates any U.S. law relating to the misappropriation of trade secrets or economic espionage.
This bill provides for the award of Congressional Gold Medals posthumously to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith (four Americans who were killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya) in recognition of their contributions to the nation.
This bill establishes the Veterans Economic Opportunity and Transition Administration to administer economic opportunity assistance programs for veterans and their dependents and survivors. Specifically, the Veterans Economic Opportunity and Transition Administration must administer the following Department of Veterans Affairs (VA) programs: vocational rehabilitation and employment programs, educational assistance programs, veterans' housing loan and related programs, the Transition Assistance Program, and the database of small business concerns owned and controlled by veterans. Prior to the transfer of administrative responsibilities, the bill requires the VA to certify that (1) the transition of the provision of services will not negatively affect the provision of such services to veterans, and (2) such services are ready to be transferred.
Caring for Survivors Act of 2021 This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs. The bill also adjusts the amount payable to surviving spouses and children of veterans who were rated as totally disabled for a period of less than 10 years before their death.
Presumptive Benefits for War Fighters Exposed to Burn Pits and Other Toxins Act of 2021 This bill establishes a presumption of service-connection for specified diseases associated with exposure to burn pits (an area used for burning solid waste in open air without equipment) and other toxins by veterans who were awarded specified medals on or after August 2, 1990. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, if the Department of Veterans Affairs (VA) receives a written petition to add a disease to the list, the VA must request a determination by the National Academies of Sciences, Engineering, and Medicine with respect to whether there is a positive association between the exposure of humans to a covered toxin and the occurrence of the disease in humans. The bill makes disability or death of certain employees from specified diseases compensable as a work injury. Specifically, such employees are those who were employees of the Department of State, the Department of Defense, or an element of the intelligence community on or after August 2, 1990, and carried out job responsibilities for at least 30 days during a contingency operation.
Veterans Claim Transparency Act of 2021 This bill requires the Department of Veterans Affairs (VA) to provide the representative of a veteran with an opportunity to review a proposed determination regarding a claim for compensation or benefits before such determination becomes final. The VA must notify the representative in writing that a proposed determination is ready for review and may not make a final determination until the review period has ended. Under the bill, a representative has up to 48 hours to review the proposed determination.
Advancing Uniform Transportation Opportunities for Veterans Act or the AUTO for Veterans Act This bill authorizes the Department of Veterans Affairs (VA) to provide (or assist in providing) an eligible veteran or service member with an additional automobile or other conveyance under the VA automobile allowance and adaptive equipment program. Currently, a veteran or service member with a specified service-connected disability or impairment may not receive more than one automobile or other conveyance under the program. The bill authorizes the additional benefit for such veterans and service members if 10 years have passed since the person last received such benefit.
