Electric Credit Access Ready at Sale Act of 2021 or the Electric CARS Act of 2021 This bill modifies and extends tax credits for electric cars and alternative motor vehicles. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2031. In addition, the bill modifies the credit to remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, allow a taxpayer to assign the credit to a financing entity, and allow an unused credit to be carried forward for five years. The bill also extends through 2031 the tax credits for (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.
Confederate Monument Removal Act This bill prohibits a state from providing for display in National Statuary Hall a statue of a person who voluntarily served with the Confederate States of America, and it provides for the removal, return, and replacement of any statue currently on display that depicts such a person.
Food Allergy Safety, Treatment, Education, and Research Act of 2021 or the FASTER Act of 2021 This bill expands the definition of major food allergen for purposes of certain food-labeling requirements to specifically include sesame. In addition, the Department of Health and Human Services must report on certain information related to food allergy research and data collection activities.
Kids' Access to Primary Care Act of 2021 This bill modifies payments for Medicaid primary care services. Specifically, the bill applies a Medicare payment rate floor to Medicaid primary care services that are provided after the date of enactment of the bill and extends the payment rate to additional types of practitioners (e.g., obstetricians). The Centers for Medicare & Medicaid Services must conduct a study on the number of children enrolled in Medicaid, the number of providers receiving payment for primary care services, and associated payment rates before and after the bill's implementation.

Newborn Screening Saves Lives Reauthorization Act of 2021 This bill reauthorizes through FY2026 and revises several programs and activities relating to newborn screening for certain conditions and genetic, endocrine, and metabolic diseases. Among its changes, the bill reauthorizes and makes mandatory the Hunter Kelly Research Program at the National Institutes of Health, and national surveillance activities conducted by the Centers for Disease Control and Prevention. The bill also aligns statutory requirements for research on non-identified newborn blood spots with federal regulations governing research on human subjects. These blood spots are collected as part of newborn screening programs, and some states make them available for biomedical and public health research. Under current regulations, research on non-identified bio-specimens such as blood spots is not considered to be research on human subjects, to which additional protections apply.
COVID-19 Nursing Home Protection Act of 2021 This bill provides funds and establishes requirements for Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs) to address COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides FY2021 funding for COVID-19 strike teams that can be deployed to these facilities to help with vaccinations, clinical care, infection control, or staffing. The amounts provided by the bill are designated as an emergency requirement pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule. (This excludes the budget effects from being counted for the purposes of enforcing the PAYGO rules.) In addition, the bill requires the Centers for Medicare & Medicaid Services (CMS) to ensure that, during the public health emergency relating to COVID-19, at least one of its contracts with Medicare quality improvement organizations requires that the organization assist SNFs with COVID-19 infection control (e.g., training materials). Finally, the bill provides statutory authority for the requirement that SNFs and NFs report data regarding COVID-19 preparedness, testing, infections, and deaths. Additionally, the CMS must publish on the Nursing Home Compare website certain demographic information, aggregated by state, with respect to COVID-19 infections and deaths in such facilities.
Telehealth Response for E-prescribing Addiction Therapy Services Act or the TREATS Act This bill modifies requirements relating to coverage of certain telehealth services under Medicare. Specifically, the bill permanently allows telehealth services for substance-use disorders and mental health disorders to be provided via audio-only technology, if a physician or practitioner has already conducted an in-person or video telehealth evaluation. Schedule III or IV controlled substances may also be prescribed online if a practitioner has conducted a telehealth evaluation with video.
ABLE Age Adjustment Act This bill increases from 26 to 46 the age threshold for tax-favored ABLE (Achieving a Better Life Experience) accounts. (ABLE accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses. To establish an account, an individual must have a qualifying impairment that began before the individual attained the age threshold.)
Black Maternal Health Momnibus Act of 2021 This bill directs multi-agency efforts to improve maternal health, particularly among racial and ethnic minority groups, veterans, and other vulnerable populations. It also addresses maternal health issues related to COVID-19 (i.e., coronavirus disease 2019). The Department of Health and Human Services (HHS) and other specified departments must address the social determinants of maternal health, which include child care, housing, food security, transportation, and environmental conditions. The bill also extends to 24 months postpartum eligibility for the Special Supplemental Nutrition Program for Woman, Infants, and Children. Additionally, HHS and other agencies must take actions to grow and diversify the maternal health workforce. To increase access to maternity care, HHS and other agencies must (1) award specified grants; (2) test an alternative payment model for perinatal care under Medicaid and the Children's Health Insurance Program (CHIP); and (3) support training, technology, and telehealth initiatives. The bill also increases research and data collection on maternal morbidity and mortality, particularly among tribal populations and minority groups. The Bureau of Prisons and the Department of Justice must establish programs to improve maternity care for incarcerated populations. The Medicaid and CHIP Payment and Access Commission must also report on the impact of Medicaid ineligibility for pregnant and postpartum prisoners. Additionally, as a condition for certain grants, states and territories must have laws limiting the use of restraints on pregnant individuals in prisons. The bill also directs activities to mitigate adverse maternal health outcomes associated with climate change and to improve maternal vaccination rates.
Opioid Patients' Right to Know Act of 2021 This bill requires the Centers for Disease Control and Prevention to award grants to states to educate health care providers about opioid prescribing practices. To receive a grant, a state must have a law or regulation that requires providers to, before issuing an initial opioid prescription to treat acute pain, inform patients about the risks of opioids and the availability of non-opioid treatment alternatives. States must use the grants to educate providers about relevant laws or regulations and safe opioid prescribing recommendations.
Stop Arctic Ocean Drilling Act of 2021 This bill prohibits the Department of the Interior from issuing or renewing a lease or any other authorization for the exploration, development, or production of oil, natural gas, or any other mineral in the Arctic Ocean, including the Beaufort Sea and Chukchi Sea Planning Areas.
