HRES 1282: Expressing support for July to be designated as "Disability Pride Month".

HRES 1282 is a non-binding House resolution expressing support for designating July as "Disability Pride Month." It recognizes that over 61 million U.S. adults live with disabilities and connects the designation to the anniversary of the Americans with Disabilities Act (signed July 26, 1990). The resolution urges Americans to observe the month with celebrations and actively work to prevent discrimination against people with disabilities. It does not create new laws or funding but formally endorses public recognition of disability pride.

S 4612: Right to Contraception Act

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

HR 2814: Equal Access to Justice for Victims of Gun Violence Act of 2022

Equal Access to Justice for Victims of Gun Violence Act of 2022 This bill removes limitations on the civil liability of gun manufacturers and the disclosure of gun trace data in civil actions. Specifically, the bill repeals the Protection of Lawful Commerce in Arms Act, which prohibits civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for damages resulting from the criminal or unlawful misuse of a firearm. Additionally, the bill states that firearms trace data maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives is not immune from legal process. Such data is subject to discovery; is admissible as evidence; and may be used, relied on, or disclosed in a civil action or administrative proceeding.

S 2361: Green Retrofits Act

Green Retrofits Act This bill reauthorizes a Department of Housing and Urban Development (HUD) water and energy conservation demonstration program through FY2027. Prior to its FY2019 expiration, the program allowed HUD to execute agreements with specified entities to reduce utility costs through improvements at multifamily subsidized housing projects. The reauthorization makes a number of changes to the original program, including increasing the cap on eligible residential units from 20,000 to 35,000 and extending the cap on agreement terms from 12 to 15 years. The bill also creates a green retrofit program that allows HUD to provide grants or loans to owners of multifamily subsidized housing projects. The grants or loans must be used to perform in-home health and green retrofits to the property.

HR 8457: Making College More Affordable Act

Making College More Affordable Act This bill creates federal interest-free education loans for undergraduate students. The loans must generally have the same terms and conditions and benefits to borrowers as Federal Direct Stafford Loans. Interest on these loans may only accrue during periods when a borrower is earning taxable income, is in repayment on such loans, and is not making payments under a repayment plan. The Department of Education (ED) must carry out a repayment plan program for the interest-free loans under which loan payments are automatically withheld from the wages of the borrower. ED must cancel any outstanding balance of principal or interest due on those interest-free loans made to a borrower who has made 360 monthly payments. The bill also allows for a tax deduction for amounts paid on these loans.
