HRES 397: Expressing the sense of the House of Representatives that Critical Race Theory serves as a prejudicial ideological tool, rather than an educational tool, and should not be taught in K-12 classrooms as a way to teach students to judge individuals based on sex, race, ethnicity, and national origin.

This resolution calls on the Office for Civil Rights within the Department of Education and state attorneys general to assist elementary and secondary schools in complying with existing civil rights laws and investigate and enforce such laws. In addition, the resolution condemns the practice of requiring teachers to receive education in critical race theory as a condition of certification.

HRES 392: Supporting the designation of May 13, 2021, as "National Senior Fraud Awareness Day" to raise awareness about the increasing number of fraudulent scams targeted at seniors in the United States, to encourage the implementation of policies to prevent those scams from happening, and to improve protections from those scams for seniors.

This resolution expresses support for the designation of National Senior Fraud Awareness Day and encourages the development of policies that help prevent scams targeting older adults.

HR 3244: Teacher, Principal, and Leader Residency Access Act

Teacher, Principal, and Leader Residency Access Act This bill expands the federal work-study programs at institutions of higher education (IHEs) to include work-study programs that compensate students serving in a residency program at the IHE. R esidency program refers to a school-based educator preparation program in which a prospective teacher, principal, or school leader (1) works for one academic year with a mentor teacher, principal, or other school leader; (2) receives concurrent instruction from the IHE; (3) acquires effective teaching or school leader skills; and (4) attains certification or licensure prior to completion of the program.

HR 3247: Stop EITC and CTC Seizures Act

Stop EITC and CTC Seizures Act This bill prohibits the Department of the Treasury from reducing a taxpayer's tax refund for student loan debt to the extent that such reduction would cause the refund to be less than the sum of the earned income tax credit and the child tax credit.

HR 3251: BTU Act of 2021

Biomass Thermal Utilization Act of 2021 or the BTU Act of 2021 This bill expands the 30% energy tax credit to include open-loop biomass heating property and extends the residential energy efficient property tax credit for five years. The bill defines open-loop biomass heating property as any property that uses open-loop biomass to produce thermal energy in the form of heat, hot water, hot air, or steam and is used for space heating, air conditioning, domestic hot water, or industrial process heat, but does not include any boiler or furnace unless they operate at thermal output efficiencies of at least 75% and are installed indoors.

HR 3256: Defund the Wuhan Institute of Virology Act

Defund the Wuhan Institute of Virology Act This bill prohibits making federal funds available to the Wuhan Institute of Virology in China. The Government Accountability Office must report to Congress on federal funds given to the institute over the past 15 years. The report must list any such funds that the institute provided to the Chinese government, the Chinese Communist Party, or affiliates of these entities.

HR 3213: Expanding Private Airport Security Screening Act

Expanding Private Airport Security Screening Act This bill makes various changes to a program that permits private companies to screen passengers and property at airports. Current law requires airport operators to submit an application to the Transportation Security Administration (TSA) in order to use a qualified private screening company. Additionally, under current law, the TSA (rather than airport operators) must enter into the contracts for screening services with such companies. Under this bill, the TSA must maintain a publicly available list of qualified private screening companies, and airport operators may directly enter into contracts for screening services with any company on the list. The bill also requires reporting related to the screening program. The TSA must annually report to Congress about the relative performance and costs of screening services carried out by private companies versus by federal government personnel. Additionally, the TSA must provide on a quarterly basis a comparison of the cost of providing services using the private company versus federal government personnel to airports that contract with private screening companies.

HR 3191: COVID–19 Origin Act of 2021

COVID-19 Origin Act of 2021 This bill requires the Office of the Director of National Intelligence (ODNI) to declassify all information relating to potential links between the Wuhan Institute of Virology and the origin of COVID-19. The ODNI shall submit to Congress an unclassified report containing such information, with redactions only as necessary to protect sources and methods.

HR 3201: PAVE Act

Providing Assistance for Vital Enhancements Act or the PAVE Act This bill provides FY2021 supplemental appropriations to the Department of Transportation for providing emergency assistance to states with transportation projects and activities. Funds may be used for certain projects that are otherwise eligible for funding through the Surface Transportation Block Grant program (e.g., construction of highways, bridges, and tunnels and some transit capital projects). Funds may also be used for administrative and operating expenses, including employee salaries. Additionally, the federal share of the funds shall be up to 100% (at the election of the recipient) and shall be available for any nonfederal share of other transportation grants, programs, and projects. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Additionally, the amounts provided by the bill are designated as an emergency requirement pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule. (This exempts the budget effects from being counted for the purposes of enforcing the PAYGO rules.)
