HR 4248: Workflex in the 21st Century Act

Workflex in the 21st Century Act This bill establishes a voluntary option under which employers who provide flexible workplace arrangement plans that include a combination of paid leave and flexible work options are exempt from certain state and local laws regarding employee benefits. A flexible workplace arrangement plan must provide all employees with a minimum amount of paid leave per year that ranges from 12 to 20 days, depending on the size of the employer and the tenure of the employee. The plan must also provide employees that meet certain service requirements with at least one of the following flexible work options: a biweekly work program, a compressed work schedule, a remote work program, a job sharing program, flexible scheduling, or predictable scheduling. The bill also specifies various requirements for paid leave and the flexible work options.

HR 4264: Requiring Education Providers to Observe Requirements or Trigger Fines Act

Requiring Education Providers to Observe Requirements or Trigger Fines Act or the REPORT Fines Act This bill modifies the disclosure threshold regarding gifts or contracts from a foreign source that institutions of higher education (IHEs) must report to the Department of Education (ED). The bill also establishes new penalties for failure to report. Under current law, an IHE is required to disclose to ED a gift or contract that is from a foreign source and is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source within a calendar year. The bill instead requires the IHE to disclose such a gift or contract that is valued at $50,000 or more within a calendar year. In addition, the bill establishes new penalties for IHEs that fail to report to ED. These penalties include written warnings, civil penalties, and ineligibility for federal research funds. Further, the bill establishes accelerated penalties for IHEs that receive funding from certain countries (e.g., China or Russia).

HR 4217: TRIUMPH for New Moms Act of 2021

Taskforce Recommending Improvements for Unaddressed Mental Perinatal & Postpartum Health for New Moms Act of 2021 or the TRIUMPH for New Moms Act of 2021 This bill temporarily establishes within the Department of Health and Human Services the Task Force on Maternal Mental Health. The task force must develop a national strategy for maternal mental health and report on best practices, policies, and programs to prevent, screen for, diagnose, treat, and reduce disparities in maternal mental health conditions. The report must identify opportunities for state- and local-level partnerships to address maternal mental health, and the task force must share those opportunities with state governors.

HR 4224: PFAS Transparency Act

PFAS Transparency Act The bill requires an industrial entity that introduces perfluoroalkyl or polyfluoroalkyl substances, commonly referred to as PFAS, into wastewater treatment systems to provide specified advance notices to such systems, including the identity and quantity of such PFAS. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing.

HR 2441: Sgt. Ketchum Rural Veterans Mental Health Act of 2021

Sgt. Ketchum Rural Veterans Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA), during FY2022, to establish and maintain three new centers of the Rural Access Network for Growth Enhancement (RANGE) Program in areas with interest from personnel and a need for additional mental health care for rural veterans. The RANGE Program serves veterans in rural areas who are experiencing mental illness. The bill requires the Government Accountability Office to conduct a study and report on whether the VA has sufficient resources to serve rural veterans who need mental health care that is more intensive than traditional outpatient therapy.

HRES 504: Providing for consideration of the bill (H.R. 2662) to amend the Inspector General Act of 1978, and for other purposes; providing for consideration of the bill (H.R. 3005) to direct the Joint Committee on the Library to replace the bust of Roger Brooke Taney in the Old Supreme Court Chamber of the United States Capitol with a bust of Thurgood Marshall to be obtained by the Joint Committee on the Library and to remove certain statues from areas of the United States Capitol which are accessible to the public, to remove all statues of individuals who voluntarily served the Confederate States of America from display in the United States Capitol, and for other purposes; providing for consideration of the bill (H.R. 3684) to authorize funds for Federal-aid highways, highway safety programs, and transit programs, and for other purposes; providing for consideration of the resolution (H. Res. 503) Establishing the Select Committee to Investigate the January 6th Attack on the United States Capitol; and for other purposes.

This resolution sets forth rules for the consideration of H.R. 2662 to amend the Inspector General Act of 1978; H.R. 3005 to direct the Joint Committee on the Library to replace the bust of Chief Justice Roger Brooke Taney with a bust of Justice Thurgood Marshall and to remove statues of individuals who voluntarily served in the Confederacy in the Civil War from the U.S. Capitol; H.R. 3684 to authorize funds for federal-aid highways, highway safety programs, and transit programs; and H. Res. 503 establishing the Select Committee to Investigate the January 6th Attack on the United States Capitol.

HR 4203: IMPROVE Addiction Care Act

Improving Medicaid Programs' Response to Overdose Victims and Enhancing Addiction Care Act or the IMPROVE Addiction Care Act This bill establishes additional requirements for state Medicaid drug-use review programs with respect to individuals who experience opioid-related overdoses. Specifically, programs must include protocols that (1) connect individuals who have experienced an opioid-related overdose within the last five years to appropriate treatment; (2) notify providers who prescribe opioids about subsequent fatal overdoses; (3) ensure providers are notified about an individual's history of opioid-use disorder, overdoses, or poisonings; and (4) educate providers about proper prescribing practices for these individuals.

Restore the Rights of Property Owners under the Eviction Moratorium Issued by the CDC Act of 2021 This bill nullifies beginning on July 1, 2021, the emergency order (and any extensions of the order) issued by the Centers for Disease Control and Prevention on September 4, 2020, that restricted residential evictions during the COVID-19 emergency. It also prohibits the order from being reissued unless specifically authorized by law.
