HR 1630: Uyghur Human Rights Protection Act

Uyghur Human Rights Protection Act This bill designates certain residents of the Xinjiang region in China as prioritized refugees of special humanitarian concern and addresses other related issues. This priority designation shall apply to individuals (and the spouses, children, and parents of such individuals) who (1) reside in or fled Xinjiang and who suffered persecution on account of their peaceful political, religious, or cultural activities or associations, or have a well-founded fear of such persecution; or (2) have been formally charged, detained, or convicted for certain peaceful actions related to Xinjiang. Such an individual may not be denied admission into the United States based primarily on an arrest or other adverse government action due to that individual's participation in protests. The bill also waives certain immigration-related requirements for such individuals. Furthermore, a Chinese national seeking refugee status shall be considered to have been persecuted on account of political opinion if the Chinese government revoked that individual's residency in any region of China because the individual submitted a nonfrivolous application for a U.S. immigration benefit. Similarly, if the Chinese government revoked a Chinese national's citizenship, nationality, or residency because that individual filed for a U.S. immigration benefit, that revocation shall constitute a changed circumstance. (Among other things, a changed circumstance may allow an individual who has been rejected for asylum to apply again.)

HR 1576: National Gun Violence Research Act

National Gun Violence Research Act This bill promotes gun violence research, including by removing limitations on the use of firearms tracing data by the Bureau of Alcohol, Tobacco, Firearms and Explosives; permitting funds made available to the Department of Health and Human Services to be used for gun violence research; establishing the National Gun Violence Research Program to promote gun violence research; and authorizing various competitive grants to support research into the nature, causes, consequences, and prevention of gun violence.

Resources for Victims of Gun Violence Act of 2021 This bill establishes the Advisory Council to Support Victims of Gun Violence. Among other things, the advisory council must assess the needs of victims of gun violence and disseminate information about helpful resources.

HR 1593: Adoptee Citizenship Act of 2021

Adoptee Citizenship Act of 2021 This bill provides for the automatic acquisition of citizenship for certain individuals adopted by a U.S. citizen. A child born outside the United States and adopted by a U.S. citizen shall automatically acquire citizenship upon meeting certain requirements, regardless of when the adoption was finalized. Currently, adoptees who were over the age of 18 on February 27, 2001, do not automatically acquire citizenship. An individual born outside the United States and residing in the United States shall automatically acquire citizenship if the individual (1) was adopted by a citizen before becoming 18 years old, (2) was physically present in the United States in the citizen parent's custody pursuant to lawful admission before becoming 18 years old, (3) never acquired citizenship before this bill's enactment, and (4) was lawfully residing in the United States on this bill's enactment date. An individual born outside the United States and residing outside the United States but who otherwise meets all of the requirements shall automatically acquire citizenship upon being physically present in the United States pursuant to lawful admission. Such an individual shall be subject to a background check. If the background check reveals the individual has committed a crime that was not properly resolved, the individual may not receive a visa unless the Department of Homeland Security and Department of State have coordinated with law enforcement to ensure that action was taken to resolve the issue.

HR 1592: Stop Forced Organ Harvesting Act of 2021

Stop Forced Organ Harvesting Act of 2021 This bill establishes specified measures to combat forced organ harvesting and the international trafficking in persons for the purpose of removing their organs. These measures include (1) establishing property-blocking and visa-blocking sanctions, (2) prohibiting exports of certain surgery devices to entities that are identified as being responsible for forced organ harvesting or related human trafficking, and (3) requiring the Department of State to report on these practices.

HR 1570: George Floyd Law Enforcement Trust and Integrity Act of 2021

George Floyd Law Enforcement Trust and Integrity Act of 2021 This bill requires the Department of Justice (DOJ) to take specified steps to address accreditation standards, management operations, and misconduct of law enforcement. Specifically, it requires DOJ to develop uniform accreditation standards for law enforcement agencies and adopt policies and procedures to encourage law enforcement agencies to pursue accreditation. It authorizes DOJ to make grants to law enforcement agencies to obtain accreditation from certified organizations. The bill authorizes DOJ to make grants for studying law enforcement agency management and operations standards and developing pilot programs to address law enforcement misconduct. DOJ must study the prevalence and effect of any law, rule, or procedure that allows a law enforcement officer to delay the investigation and prosecution of complaints of law enforcement misconduct. The bill also establishes the Task Force on Law Enforcement Oversight to coordinate the detection and referral of complaints of alleged law enforcement misconduct. Law enforcement agencies must report data regarding practices on traffic violation stops, pedestrian stops, frisk and body searches, and use of deadly force. Finally, DOJ must create a medallion for survivors of each law enforcement officer killed in the line of duty and memorialized on the wall of the National Law Enforcement Officers Memorial.

HR 1494: Zero Tolerance for Domestic Abusers Act

Zero Tolerance for Domestic Abusers Act This bill establishes new federal firearms restrictions for individuals who are convicted of misdemeanor stalking offenses. The bill expands the categories of persons who are prohibited from receiving, possessing, shipping, or transporting a firearm or ammunition. Specifically, it adds a new category of prohibited persons: persons convicted of a misdemeanor crime of stalking. The term misdemeanor crime of stalking means a misdemeanor stalking offense under federal, state, tribal, or municipal law and a course of harassment, intimidation, or surveillance of another person that (1) places such person in reasonable fear of harm to themselves, an immediate family member, a household member, or a spouse or intimate partner (including a current or former dating partner); or (2) causes emotional distress to such person. The bill also specifically prohibits dating partners who are convicted of a misdemeanor crime of domestic violence or who are subject to certain restraining orders from receiving, possessing, shipping, or transporting a firearm or ammunition. Currently, such restrictions generally only apply to spouses, co-parents, and cohabitants.

HR 1477: Undetectable Firearms Modernization Act

Undetectable Firearms Modernization Act This bill revises the federal statutory framework regulating the manufacture, possession, sale, import, shipment, delivery, receipt, or transfer of undetectable firearms. Current law requires firearms to be detectable by walk-through metal detectors after the removal of grips, stocks, and magazines. Specifically, firearms must be as detectable as a security exemplar (i.e., a piece of stainless steel that is 3.7 ounces and in a shape resembling a handgun). There are exceptions, including for firearms manufactured for or sold to U.S. military or intelligence agencies. This bill requires firearms to contain detectable material after the removal of all parts other than major components. It defines detectable material as material that produces a magnetic field equivalent to that produced by 3.7 ounces of stainless steel. The bill also revises and broadens the exceptions to include firearms (1) received by, in the possession of, or under the control of the United States; or (2) produced pursuant to a contract with the United States.
