Increases the penalties for the crime of initiating a false report when [ the report ] a person intentionally causes an enhanced law enforcement response [ that results in ] and recklessly causes serious physical injury or death as a result of the response . Punishes by a maximum of five years' imprisonment, $125,000 fine, or both.

Modifies the crime of theft of services to include partial payments. Provides that a prosecution for theft of services does not preclude other forms of relief. Directs the Interagency Compliance Network to develop investigative methods concerning persons who may be committing theft of services and not complying with taxation and employment laws. Punishes knowingly entering into a contract with an unlicensed labor contractor, if committed by a direct contractor or subcontractor, by a maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes a second or subsequent conviction by a maximum of five years' imprisonment, $125,000 fine, or both. Increases the penalty for the intentional use of a contractor's license number without authorization. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. Increases the penalty for the use of a contractor's license number with the intent to deceive the public. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both.

] [ Expands the crime of aggravated harassment to include threats concerning public officials in specified circumstances. Punishes by a maximum of five years' imprisonment, a fine of up to $125,000, or both. ] Provides that standing pretrial release orders do not affect the authority of a magistrate to consider the primary and secondary release criteria when making a release decision. Restricts law enforcement agencies' use of automated license plate recognition systems except for specified authorized uses. Limits retention of captured license plate data to no more than 30 days unless the captured license plate data is related to an ongoing criminal investigation or court proceeding. Requires law enforcement agencies to adopt policies for ALPR vendor contracts and the use of ALPRs and captured license plate data. Limits sharing of captured license plate data with non-Oregon law enforcement agencies. Prohibits ALPR vendors from accessing, selling or disclosing captured license plate data. Provides exemptions. Authorizes the imposition of civil penalties for intentional or grossly negligent violations. Authorizes civil actions for violations. Removes the named administrator of and technical assistance provider for the Justice Reinvestment Equity Program and requires the Oregon Criminal Justice Commission to select a technical assistance provider according to specified criteria. Declares an emergency, effective on passage.

Reduces penalties for driving while suspended if the suspension is due to a conviction for criminal mischief resulting from the operation of a motor vehicle or reckless driving. Punishes by a maximum of $2,000 fine. Increases the crime category, for the sentencing guidelines grid of the Oregon Criminal Justice Commission, for felony fleeing or attempting to elude a police officer when the defendant has a prior conviction or causes injury. Establishes a final time period for any person to file a petition for post-conviction relief based on a nonunanimous jury verdict. Creates a procedure by which the Department of Corrections or the state can petition the sentencing court, after determining that a person was released from department custody as the result of a material error in sentence computation or legal interpretation, for a determination as to whether the person is subject to further incarceration. Provides for a process for requesting and ordering that the person be held or taken into custody pending the hearing. Establishes time limits on when petitions can be filed. Requires the Department of Corrections to provide notice to specified persons after performing certain sentence recomputations that result in a new projected release date. Limits how presentence incarceration credit may be applied in specified circumstances. [ Authorizes ] Requires the Department of Corrections to grant an additional 120 days of short-term transitional leave to certain persons released from custody due to a material error in sentence computation or legal interpretation concerning presentence incarceration credits. Increases the dollar amounts in specified property crimes that serve as a minimum value amount of damages or stolen property or as a threshold between offense levels of the crime. Declares an emergency, effective on passage.
