This Oregon joint memorial (HJM 2) requests Congress to change how veterans' health care is funded. Currently, funding depends on annual congressional appropriations (a "discretionary entitlement"), meaning it can be reduced or cut each year. The bill asks Congress to make veterans' health care a "permanent and direct entitlement," guaranteeing funding annually without needing new votes, similar to other established veteran benefits. This request directly affects veterans who rely on VA health care services, ensuring their access isn't subject to yearly budget decisions. It is a symbolic resolution, not a law, and does not change existing funding mechanisms.
This bill amends Oregon law to require state agencies to waive all fees for public records requests made by members of the Oregon Legislative Assembly. It directly affects legislators who seek records from state agencies, eliminating cost barriers for their official inquiries. The key provision (added to ORS 192.324) mandates that agencies must not charge fees for such requests, while maintaining existing fee structures for other requesters. This change streamlines access to government records for legislative oversight without altering general public access rules.
HB 3919 requires Oregon public schools to teach Holocaust and genocide studies using updated standards that explicitly include ongoing acts of genocide and mass violence, not just historical events. It directs school districts to implement this curriculum by the 2026-2027 school year, with specific learning objectives covering topics like analyzing roles in genocide (perpetrator, bystander), understanding the origins of the term "genocide," and exploring restorative justice mechanisms. The bill also mandates professional development for teachers to support implementation and requires the State Board of Education to develop these standards in consultation with Holocaust education organizations. This affects all Oregon public school districts and their social studies curriculum for students.
