HB 2137: Relating to utilities.

Redefines scope of Public Utility Commission's general duties and powers. Establishes, for purposes of public utilities that provide electric power to consumers in this state, processes related to purchase of energy or energy and capacity from qualifying facilities and standards for purchase of energy or energy and capacity from qualifying facilities. Expands types of organizations that may seek assistance to participate in proceedings of commission involving public utilities that provide electricity or natural gas.

HB 2006: Relating to tax treatment of mortgage interest; prescribing an effective date.

Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence. Disallows deduction for interest for principal residence based upon income thresholds. Limits deduction for taxpayers below income thresholds. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to accounts in Oregon Housing Fund. Applies to tax years beginning on or after January 1, 2017. Takes effect on 91st day following adjournment sine die.

HB 2941: Relating to depreciation of assets; prescribing an effective date.

Disconnects, in calculation of Oregon taxable income, from federal depreciation computation and federal rules for expensing of depreciable business assets for purposes of personal income tax or corporate excise tax. Applies to property placed in service in tax years beginning on or after January 1, 2018, and to tax years beginning on or after January 1, 2018. Takes effect on 91st day following adjournment sine die.

HB 2233: Relating to Korean Vietnam War veterans; declaring an emergency.

Directs Department of Veterans' Affairs and county veterans' service officers to provide aid and assistance to Korean Vietnam War veterans to obtain health care coverage and services and, upon determination that veteran is not eligible for health care coverage and services under federal and state laws, to implement program to provide such coverage and services. Declares emergency, effective on passage.

HB 2985: Relating to child care; declaring an emergency.

Establishes Task Force on Employment-Related Child Care to conduct study on improving access to and availability of subsidies for employment-related child care and to develop plan to expand access to employment-related child care opportunities. Sunsets January 2, 2020. Declares emergency, effective on passage.

HB 2163: Relating to contributions to retirement plans.

Permits employer to make deduction from employee's wages for contribution to individual account for employee's benefit in plan maintained under section 125, 401(k), 403(b), 408, 408A or 457 of Internal Revenue Code if employee is given certain notices and right to cancel or change contribution. Requires governing board of public university to contribute four percent of employee's salary to Optional Retirement Plan in each month in tax year after employee contributes maximum amount allowed to tax-deferred investment plan.

HB 2872: Relating to multilingual election materials.

Requires Secretary of State to establish process to allow electors to request voting materials in language other than English by filling out registration card or updating registration on electronic voter registration website.

HB 3239: Relating to ballot titles.

Requires Citizens' Initiative Review Commission, rather than Attorney General, to fulfill duties relating to receiving, drafting, returning and reviewing ballot titles. Establishes citizen committees within commission to fulfill commission's duties relating to ballot titles. Designates Attorney General as responsible for fulfilling commission's duties relating to ballot titles if commission has insufficient funds to carry out duties.
