HB 3907: Relating to vacancies in the United States Senate.

Requires the Governor to call a special election within a specified period after a vacancy in election or office of United States Senator occurs. Requires the Governor to appoint a United States Senator when a vacancy in the office occurs. Requires that the appointed Senator be of the same political party as the elected Senator who vacated the office. Requires the appointment to end when a replacement is elected.

HB 2199: Relating to exemption of prescription drug sales; prescribing an effective date.

Exempts receipts from the sale of prescription drugs by all licensed retail pharmacies from commercial activity subject to the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 3716: Relating to electric vehicle rebates.

Modifies the provisions of the zero-emission and electric vehicle rebate programs. Removes persons other than individuals from the eligibility requirements. Limits the availability of rebates to one per household every four years. Increases the allocation of funds to the charge ahead rebate program.

HB 3244: Relating to municipal solid waste incinerators; declaring an emergency.

Replaces the requirement that an owner or operator of a municipal solid waste incinerator conduct continuous monitoring or sampling of specified air contaminants with a requirement that the monitoring or sampling be conducted annually. Modifies the time for submission and implementation of a monitoring or sampling plan. Provides that the Department of Environmental Quality may modify the plan. Declares an emergency, effective on passage.

HJR 14: Proposing an amendment to the Oregon Constitution relating to disqualification of members of the Legislative Assembly.

Proposes an amendment to the Oregon Constitution to remove the provision that disqualifies a member of the Legislative Assembly from holding office for the term following the election after the member's current term is completed if the member fails to attend 10 or more legislative floor sessions without permission or excuse. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
