SB 320: Relating to professional development for substitute teachers.

Directs the Department of Education to enter into a contract with a third party to develop and offer online professional development opportunities for substitute teachers in this state. Requires the department to submit a report to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.

SB 20: Relating to employed individuals with disabilities; declaring an emergency.

Requires the Department of Human Services to administer a program to provide medical assistance to employed individuals with disabilities without regard to the individuals' income or resources. Allows consideration of income when determining cost-sharing for the program. Declares an emergency, effective on passage.

SB 898: Relating to urbanization; declaring an emergency.

Authorizes certain cities with a demonstrated need for housing to add a project area to their urban growth boundary upon certain conditions. Sunsets the authorization January 2, 2035. Amends principles that the Land Conservation and Development Commission must consider in adopting rules regulating urban reserves. Declares an emergency, effective on passage.

SB 36: Relating to patient billing.

Requires the Department of Consumer and Business Services to study patient billing. Directs the department to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026.

SB 995: Relating to small modular reactor energy facilities; providing that this Act shall be referred to the people for their approval or rejection.

Allows the siting and operation of a small modular reactor energy facility without requiring that the proposed site certificate for the small modular reactor energy facility be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.

HB 2926: Relating to the jurisdiction of the Department of Public Safety Standards and Training in cases of denial; prescribing an effective date.

Allows the Department of Public Safety Standards and Training to proceed with an investigation of, or action to deny the application for training or deny the certification of, a public safety officer or instructor notwithstanding a subsequent change in the employment status of the officer or instructor. Allows the department to adopt rules. Takes effect on the 91st day following adjournment sine die.

SB 1172: Relating to firearm prohibitions based on certain convictions.

Provides that the crime of harassment is not a qualifying misdemeanor for purposes of the statute prohibiting the possession of firearms and ammunition based on being the subject of certain court orders or being convicted of certain crimes.

SB 514: Relating to the impacts of wildfire on water quality.

Requires the State Department of Fish and Wildlife and Department of Environmental Quality to study the impacts of wildfire on water quality of streams and tributaries. Directs the departments to submit findings to the interim committees of the Legislative Assembly related to water not later than September 15, 2026. Sunsets January 2, 2027.

SB 187: Relating to convictions.

Directs the Oregon Criminal Justice Commission to study ways to improve the efficiency of procedures for setting aside convictions, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.

SB 1139: Relating to noncompetition agreements.

Makes requirements for noncompetition agreements applicable to agreements regarding solicitation of employer's employees or customers. Provides an administrative remedy for employees alleging violation of requirements applicable to noncompetition agreements.

SB 1041: Relating to persons arrested for fentanyl crimes; declaring an emergency.

Directs an arresting officer to notify federal immigration authorities when the officer arrests a person for delivery or manufacture of fentanyl. Limits pretrial release until the notification has occurred. Declares an emergency, effective on passage.
