SB 496: Relating to rent increase limits.

SB 496 removes Oregon's legal limit on annual rent increases for most rental properties. It repeals the specific formula (ORS 90.324) that previously capped rent hikes at a certain percentage, while keeping other requirements like 90-day written notice for increases and a 12-month limit on how often rent can rise. The bill directly affects landlords and tenants in Oregon, particularly for standard rental agreements not covered by existing exemptions (such as affordable housing programs). This change eliminates the percentage restriction but maintains notice and frequency rules for rent adjustments.

SB 970: Relating to the provision of instruction in a manner that is not in person.

SB 970 makes enrollment in remote or online learning programs voluntary for Oregon students, meaning school districts cannot require students to participate. It directly affects students, families, and school districts by ensuring choice in instructional formats. The bill includes three exceptions: temporary remote learning during behavioral assessments or suspensions, or for majority enrollment due to public emergencies like health crises or disasters. These exceptions allow schools to use remote learning under specific, limited circumstances without violating the voluntary enrollment rule.
