SB 376 defines "rural" for Oregon's health care provider incentive program as geographic regions with a population of no more than 1.25% of the state's total population. This definition directly affects health care providers who wish to qualify for program incentives by committing to serve in rural or medically underserved areas. The bill amends existing law to establish this specific population threshold, which determines eligibility for incentives like loan repayment, stipends, and scholarships. This change ensures the program's eligibility criteria are based on a clear, measurable standard for rural designation. The policy change is administrative, not substantive, as it refines how "rural" is calculated without altering the program's core benefits or structure.
