SB 1035: Relating to augmentation of firefighting capacity of airports; prescribing an effective date.

Directs the Oregon Department of Emergency Management to procure and maintain vehicles for purposes related to fuel and personnel needs at certain airports. Provides that the Director of Transportation may exercise the authority to suspend certain statutes when the Emergency Conflagration Act is invoked. Provides that the suspension may apply to geographic areas other than the area where an emergency or conflagration occurs. Authorizes the Oregon National Guard and the Oregon Civil Defense Force to transport aviation fuel under certain circumstances. Directs the department to issue grants to increase fuel storage capacity at certain airports. Takes effect on the 91st day following adjournment sine die.

SB 87: Relating to the authority of agencies that regulate building safety in this state.

Permits the Electrical and Elevator Board to enter into agreements with municipalities to share responsibility for enforcing the Electrical Safety Law. Permits the Construction Contractors Board to retain a higher percentage of the proceeds of civil penalties the Construction Contractors Board imposes. Raises the amount of a civil penalty that the Department of Consumer and Business Services may impose for a violation of the state building code from $5,000 per violation to $7,500.

SB 423: Relating to penalties for violation of requirement to accept cash as payment in places of public accommodation.

SB 743: Relating to records of interviews in child abuse investigations.

SB 17: Relating to the eligibility to use electricity generated from waste for renewable energy certificates.

Establishes the eligibility for renewable energy certificates for facilities that generate electricity from the direct combustion of municipal solid waste and became operational before January 1, 1995, if such facilities register with the Western Renewable Energy Generation Information System at any time, and for up to 11 average megawatts of electricity generated, per calendar year, from the combustion of biogenic material.

SB 321: Relating to the licensure of substitute teachers; declaring an emergency.

Directs the Teacher Standards and Practices Commission to establish by rule a substitute teaching license and a restricted substitute teaching license. Requires the commission to establish by rule an expedited process for persons with a restricted substitute teaching license to obtain a substitute teaching license. Directs the commission, in consultation with the Oregon Substitute Teachers Association, to report to the interim committees of the Legislative Assembly related to education no later than December 15, 2025. Declares an emergency, effective July 1, 2025.

SB 1008: Relating to sex offenders.

Requires that the sex offender risk assessment methodology take into consideration specified information. Provides that a victim may request the reclassification of a sex offender into a risk level within three years of the initial classification, or within five years when certain circumstances exist. Directs the Department of State Police to include on the department's sex offender website a full address for level three sex offenders and a photo, city and zip code for level one and level two sex offenders. Appropriates moneys to the State Board of Parole and Post-Prison Supervision for conducting sex offender risk reassessments at a victim's request. .
