[ Directs the Oregon Health Authority, for contracts entered into between the authority and a coordinated care organization, to establish terms and conditions designed to achieve transformational changes to maternal and infant health. ] Requires the Oregon Health Authority and coordinated care organizations to develop and implement a whole-person maternal health model for medical assistance recipients. Requires coordinated care organizations to partner with Early Learning Hubs and federally qualified health centers in adopting community health improvement plans. [ Directs the authority to require coordinated care organizations to spend a portion of any bonus payment on value-based payments to maternal health or early childhood providers. ] Directs the metrics and scoring subcommittee of the Health Plan Quality Metrics Committee to [ develop health equity milestones for pregnancy and early childhood ] consider the need to prioritize equity-focused health outcome and quality measures relating to pregnancy and early childhood . [ Extends the term of a contract entered into between the authority and a coordinated care organization to 10 years and directs the authority to review a coordinated care organization's performance after the initial five years. ] Takes effect on the 91st day following adjournment sine die.
] Provides that a [ person ] veteran with a disability is eligible for a veterans' recognition registration plate and may request a waiver of the surcharge imposed for the plate. Appropriates moneys to the Department of Transportation to cover the waivers.

Requires a physician who prescribes drugs for a chemical abortion to provide certain information to a person to whom such drugs are prescribed. Requires the Oregon Health Authority to publish, on a website developed and maintained by the authority, specified information regarding the possible reversal of a chemical abortion. Allows specified persons to bring a cause of action for actual and punitive damages. Takes effect on the 91st day following adjournment sine die.
Directs the court, at a victim's request, to enter an order at sentencing permanently restraining the defendant from contacting the victim when the defendant is convicted of specified crimes. Creates a process by which a victim of a crime in which judgment was previously entered can request an order permanently restraining the defendant from contacting the victim. Takes effect on the 91st day following adjournment sine die.
Requires the Department of Education to study methods for improving the social emotional health of students and staff in public schools. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026. Sunsets January 2, 2027.
Directs the Oregon Criminal Justice Commission to study the effect of the payment of fines on recidivism rates, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.
Modifies the crime of interfering with a peace officer or parole and probation officer. Adds refusing to obey a lawful order as a way of committing the crime. Removes the prohibition on arresting or charging a person with the crime if the person is arrested or charged with another offense for the same conduct.
Directs the Oregon Health Authority [ and coordinated care organizations ] to contract directly with [ traditional health workers, ] community health registered nurses and community-based organizations to provide services to medical assistance recipients. Directs the authority to establish comprehensive billing codes for traditional health workers and community health registered nurses. Directs the authority to modify the requirements for the supervision of traditional health workers. Directs the authority to adopt requirements for the regulation of community health registered nurses. Directs a coordinated care organization to inform community health registered nurses and community-based organizations that provide health care services through traditional health workers or community health registered nurses about the process for requesting to contract with the coordinated care organization as an in-network provider and directs a coordinated care organization to respond to a request to contract within 90 days. Declares an emergency, effective on passage.
Directs the Oregon Department of Administrative Services to study and develop a list of standardized job profiles for unlicensed school jobs. Directs the department to convene an advisory committee. Requires the department to submit an initial report by December 1, 2026, and a final report by July 1, 2027, to the interim committees of the Legislative Assembly related to education. Takes effect on the 91st day following adjournment sine die.
