Requires a residential care facility, including a facility with a memory care endorsement and an assisted living facility, to make available to residents at least one on-site vaccine clinic per year.
Requires the governing board of each public university in this state to adopt a personnel policy that includes institutional standards for faculty qualifications. Requires that the standards include that faculty must have obtained at least a master's degree. Provides for exceptions to the policy.
Requires the Oregon Department of Administrative Services to study the possibility of the state funding the salaries of deputy district attorneys. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Prohibits landlords from terminating a tenancy based on certain causes unrelated to the tenant's fault during a school year if the tenant is a grade school student or teacher.

Requires the mass transit district known as TriMet to adopt an ordinance to modify district boundaries to exclude a specified territory. Provides that the ordinance may not be referred to or by electors. Requires persons in the specified territory to assess whether the boundary change results in any changes to tax liability.
Creates an income or corporate excise tax credit for the amount paid by an owner of an eligible generation facility for transmission services. Directs that the amount paid, for purposes of the tax credit, shall be calculated as the sum of amounts paid by the owner to the Bonneville Power Administration or an electric utility for up to 600 megawatts of the eligible generation facility's nameplate capacity and to other parties. Requires a taxpayer to first receive a final written certification from the State Department of Energy to claim the tax credit. Allows a taxpayer to apply for a preliminary certification of an eligible generation facility prior to, during or after construction of the facility. Applies to all tax years beginning on or after January 1, 2026[ , and to eligible generation facilities first placed in service on or after January 1, 2026, and before January 1, 2032 ]. Proposes an amendment to the Oregon Constitution to prohibit members of the Legislative Assembly from voting on legislative measures when faced with a conflict of interest. Permits a vote to occur if the legislative entity is otherwise unable to muster sufficient votes to pass or defeat the measure. Authorizes the Legislative Assembly by law to authorize a regulatory agency to provide oversight to ensure compliance with the conflict of interest requirements. Refers the proposed amendment to voters for their approval or rejection at next regular general election.
