HB 4107: Relating to urgent care centers.

Requires an urgent care center to make publicly available specified information about the urgent care center, offer specified services and, except in certain circumstances, have at least one licensed health care provider on site during the hours of operation. Defines "urgent care center."

HB 4027: Relating to the Bureau of Labor and Industries; and prescribing an effective date.

] [ Requires the Legislative Policy and Research Director to conduct a study of the manner in which state labor agencies in other states are funded. Directs the director to submit findings to the interim committees of the Legislative Assembly related to labor and business no later than September 15, 2027. ] [ Sunsets on January 2, 2028. ] Amends the Workers' Benefit Fund assessment statute to direct the Department of Consumer and Business Services to set an additional assessment rate in order to deposit in a new BOLI Expenses Fund at least the greater of a minimum dollar amount or 12 months of projected expenses to fund the duties of the Commissioner of the Bureau of Labor and Industries, subject to a cap on the costs of new positions, to reimburse certain related expenses of the Director of the Department of Consumer and Business Services and to create and maintain a 12-month reserve in the new fund. Prohibits the transfer of assessment moneys in the Workers' Benefit Fund to the new fund to make up the new assessment amounts. Raises the maximum fee amount paid by public agencies that award public works contracts subject to the prevailing wage rate. Requires the Bureau of Labor and Industries to submit a biennial report to the interim committees of the Legislative Assembly relating to labor that examines whether the maximum fee amount raises enough revenue for the bureau to meet its staffing needs. Takes effect on the 91st day following adjournment sine die.

HB 4066: Relating to education; and declaring an emergency.

] Prohibits the student member of the Oregon Health and Science University Board of Directors from participating in any discussions or action by the board or attending any executive session of the board involving collective bargaining issues that affect students. Requires the board to meet at least four times per year. Allows directors of education service district boards to receive stipends. Specifies when adjustments for inflation can be made for stipends of school districts. Changes the definition for the term "active duty" in the Interstate Compact on Educational Opportunity for Military Children. Clarifies that the rulemaking authority for the Department of Education is by the State Board of Education. Allows a school district to not include a member of the educational equity advisory committee on the budget committee if no member of the educational equity advisory committee is willing or able to serve on the budget committee. Directs Portland State University instead of the Higher Education Coordinating Commission to report to the Legislative Assembly on a study examining the labor standards and working experiences of farmworkers in this state and evaluating the adequacy and availability of existing workplace protections for farmworkers. Allows education service districts to be temporarily exempt from certain requirements applicable to lamps in buildings used to provide educational services to students. Declares an emergency, effective on passage.

] Requires the Oregon Health Authority to develop a transparent and data-driven process for developing capitation rates for coordinated care organizations. [ Requires the Oregon Health Policy Board to establish a process for public review of and comment on the authority's rate development process. Requires the authority to commission an independent review of the current rate development process and report back to the Legislative Assembly. ] Requires the authority to prepare a medical assistance cost impact statement before adopting rules other than procedural rules. [ Prohibits the authority from adopting a new rule, program or contractual requirement that will cost $1 million or more during a biennium. Sunsets on January 2, 2028. ] [ Imposes a three-year moratorium on the requirement for a coordinated care organization to spend a portion of the organization's annual net income or reserves on addressing health disparities and the social determinants of health. ] Declares an emergency, effective on passage.

HB 4061: Relating to a unified trade strategy for Oregon; and declaring an emergency.

] Directs the Oregon Business Development Department to set up a program for micro-enterprise tariff adjustment grants to small businesses for costs increased by federal tariffs. Directs the Oregon Business Development Department to collaborate with the Port of Portland, the Oregon Tourism Commission, the State Department of Agriculture and other stakeholders on updating the unified trade strategy for Oregon. SB 1535: Relating to child care; and prescribing an effective date.

] [ Requires the Department of Early Learning and Care to study child care. Directs the department to submit findings to the interim committees of the Legislative Assembly related to child care no later than September 15, 2027. ] [ Sunsets on January 2, 2028. ] Allows the Early Learning Council to modify the priority given to families receiving temporary assistance for needy families for participation in the Employment Related Day Care subsidy program. Directs the Department of Early Learning and Care to convene a work group to study the cost and availability of liability insurance and other liability issues for child care providers. Identifies work group participants. Directs the work group to report to the Legislative Assembly on options to increase child care provider access to liability insurance, to reduce the financial burden of liability insurance on child care providers and to use other strategies to address liability issues for child care providers. Requires the work group to submit the report to the Legislative Assembly by November 1, 2027. Sunsets the work group on January 2, 2029. Takes effect on the 91st day following adjournment sine die.

HB 4070: Relating to health care; and prescribing an effective date.

] Requires the Oregon Health Authority and coordinated care organizations to ensure that access to behavioral health treatment in the medical assistance program is comparable to access to medical and surgical treatment and that limitations are applied to behavioral health treatment no more stringently than to medical and surgical treatment. Prohibits the authority or a contracted external quality review organization, under certain circumstances, from making a negative finding about or imposing a penalty on a coordinated care organization based on documents or templates created by the authority for use by a coordinated care organization. Modifies certain statutes to clarify roles and responsibilities for the delivery of behavioral health services and to update terminology. Modifies the types of providers that may be reimbursed in the state medical assistance program for the cost of health services delivered using telemedicine. Becomes operative on January 1, 2027. Takes effect on the 91st day following adjournment sine die.

SB 1521: Relating to local requirements to develop affordable housing.

Prohibits cities and counties within the Portland MSA from enforcing requirements that developers provide affordable units in multiunit dwellings unless the city or county first calculates the developers' average expected losses due to providing affordable housing and the city or county offsets those losses. Becomes operative for rental housing on January 1, 2028. Becomes operative for all housing on January 1, 2029.
