SJR 26: Proposing an amendment to the Oregon Constitution relating to sessions of the Legislative Assembly.

Proposes an amendment to the Oregon Constitution to eliminate even-numbered year regular sessions of the Legislative Assembly. Refers the proposed amendment to the people for their approval or rejection at the next regular general election held throughout this state.

SB 645: Relating to the regulation of public property with respect to persons experiencing homelessness; declaring an emergency.

Repeals the statute enacted by House Bill 3115 (2021) that established objective reasonableness as a statewide standard for city and county laws regulating the use of public property with respect to persons experiencing homelessness, as the basis for a cause of action for injunctive and declaratory relief to challenge such laws and as an affirmative defense in the prosecution of violations of such laws. Declares an emergency, effective on passage.

SB 748: Relating to unemployment insurance.

Authorizes the Employment Department to require drug testing for an initial claim for unemployment benefits if the claimant was fired by the claimant's most recent employer for unlawful drug use or suitable work is available for the claimant only in an occupation that regularly conducts drug testing. Provides that the cost of the tests must be paid by the department and not by the claimant. Disqualifies a claimant who fails a drug test from benefits until the claimant requalifies and passes another drug test.

SB 490: Relating to exempt amount under corporate activity tax; prescribing an effective date.

Increases the exempt amount and the filing threshold for purposes of the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

SB 386: Relating to the crime of patronizing a trafficked child.

Creates the crime of patronizing a trafficked child. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both, if the victim is a child under 18 years of age. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both, if the conviction is based on a law enforcement officer posing as a child under 18 years of age. Directs the Oregon Criminal Justice Commission to classify the offense as a person felony in specified crime categories. Excludes certain evidence of past behavior of an alleged victim or witness in a prosecution for patronizing a trafficked child. Authorizes an ex parte order for the interception of communications when probable cause for patronizing a trafficked child exists. Adds the crime of patronizing a trafficked child to the definition of "sex crime" for purposes of sex offender reporting. Adds the crime of patronizing a trafficked child to the list of crimes constituting racketeering activity. Adds allowing a child to patronize a trafficked child to the definition of child abuse. Repeals the crime of purchasing sex with a minor.

SB 1138: Relating to the Home and Community-Based Services Workforce Standards Board.

Establishes the Home and Community-Based Services Workforce Standards Board. Prescribes the duties of the board. Directs the board to establish minimum working standards for the home and community-based services workforce. Requires the board to submit a written report to the Legislative Assembly regarding any adopted standard that is anticipated to impact the state budget. Provides that any such standard must be ratified by the Legislative Assembly before taking effect. Provides remedies for allegations of violations of the minimum standards established by the board. Requires the board to conduct a biennial comprehensive review, including a labor market analysis to inform the board's decisions to adopt new minimum standards or revise existing standards. Permits the board to establish uniform training standards for the home and community-based services workforce and to establish a process by rule for certifying worker organizations to provide the training to workers. Requires the board to submit a biennial report to the Governor and the Legislative Assembly summarizing the results of the comprehensive review and any actions taken by the board in the prior biennium.

SB 497: Relating to construction standards for energy efficiency; prescribing an effective date.

Prohibits a municipality that administers and enforces a building inspection program from adopting construction standards or methods from the Reach Code, or a similar or related code of standards and methods, that exceed or are more stringent than statewide standards and methods that the Director of Department of Consumer and Business Services adopts and administers. Takes effect on the 91st day following adjournment sine die.

Requires the Public Utility Commission to investigate the status of renewable energy projects in Oregon, including any project failures.
