SB 710: Relating to judicial training.

] [ Requires the Judicial Department to study options for domestic and sexual violence training for judges. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Modifies the enumerated authority of the Chief Justice of the Supreme Court to include the authority to establish continuing education requirements for state court judges. Directs the State Court Administrator to create continuing education opportunities for judges to meet the requirements established by the Chief Justice. Requires the State Court Administrator to submit a report on the implementation of the judicial continuing education requirements to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2027.

SB 69: Relating to laws concerning job-protected leave from work; and prescribing an effective date.

] [ Requires the Employment Department to study issues related to laws concerning job-protected leave from work. Directs the department to submit findings to the interim committees of the Legislative Assembly related to business and labor not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Specifies that the Bureau of Labor and Industries is responsible for certain administrative and regulatory oversight regarding certain provisions under the laws governing paid family and medical leave that relate to retaliation and discrimination. Directs the bureau to adopt any rules that are necessary to administer those provisions. Tolls the applicable statute of limitations periods for administrative complaints and civil actions alleging certain violations when a claimant has filed an appeal for review of a decision of the Director of the Employment Department. Makes changes relating to the use of unpaid leave to care for a child who requires home care due to certain circumstances. Permits the Employment Department to disclose certain information to employers to the extent necessary to allow the employer to make a determination regarding wage replacement amounts that have been received by employees. Permits employers to require of an employee returning to work after a period of medical leave a certification from the employee's health care provider that the employee is able to resume work. Clarifies that the qualifying purposes for paid family and medical leave benefits constitute permissible uses for sick leave. Exempts certain flight crew employees from the eligibility requirements for unpaid leave when certain conditions are met. Takes effect on the 91st day following adjournment sine die.

HB 2248: Relating to the Bureau of Labor and Industries; and prescribing an effective date.

] [ Requires the Bureau of Labor and Industries to study matters relating to laws over which the bureau has enforcement authority. Directs the bureau to submit findings to the interim committees of the Legislative Assembly related to business and labor not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Establishes the Employer Assistance Division within the Bureau of Labor and Industries. Provides that discussion communications made in the course of or in connection with a discussion between an employer and the Employer Assistance Division are confidential. Provides exceptions to the confidentiality requirement. Prohibits the bureau from imposing a penalty on an employer that proves the employer's reliance on discussion communications in taking any good faith action. Permits the bureau to issue advisory opinions in certain circumstances. Permits the bureau to enter into interagency agreements with state agencies to receive certain business information. Permits the bureau to enter into a settlement with respect to any violation of a provision of law over which the bureau has jurisdiction. Provides that the bureau may settle a matter through conference, mediation, conciliation, persuasion or other alternative dispute resolution processes. Establishes confidentiality requirements for communications made during the course of or in connection with settlement discussions held through the bureau's alternative dispute resolution processes. Takes effect on the 91st day following adjournment sine die.

HB 2802: Relating to lump sum payments of permanent partial disability awards.

SB 91: Relating to firefighting foam.

] [ Prohibits the sale and use of firefighting foam containing perfluoroalkyl or polyfluoroalkyl substances (PFAS). Prohibits the disposal of firefighting foam containing PFAS at certain facilities. Provides that prohibitions become operative on January 1, 2026. ] [ Requires the Environmental Quality Commission to establish a program to ensure the safe collection and disposal of firefighting foam containing PFAS. ] [ Takes effect on the 91st day following adjournment sine die. ] Prohibits fire departments from using firefighting foam containing perfluoroalkyl or polyfluoroalkyl substances (PFAS). Becomes operative on July 1, 2026.
