Requires a business that makes retail sales of certain nitrous oxide canisters to verify the recipient is at least 18 years of age. Prohibits a business that makes retail sales of the nitrous oxide canisters through an online ordering system from completing the delivery of a nitrous oxide canister unless the business first verifies that the recipient is at least 18 years of age.
] Prohibits the retail sale of an aerosol duster that contains 1,1-Difluoroethane to an individual under [ 21 ] 18 years of age. Allows the sale or delivery of an aerosol duster that contains 1,1-Difluoroethane through an order pick-up or delivery system if the recipient is at least 18 years of age. Punishes a violation by a maximum of 30 days' imprisonment, $1,250 fine, or both. Requires an aerosol duster that contains 1,1-Difluoroethane to bear a warning label. Defines "1,1-Difluoroethane."
Directs the governing board of a public university to [ request and review ] ensure that background information about special campus security officers is requested from the Department of Public Safety Standards and Training and reviewed before commissioning the officer. Allows the department [ of Public Safety Standards and Training ] to share information about applicants with a public university.
] [ Authorizes a pharmacist to assess, diagnose and treat certain health conditions. Includes the assessment, diagnosis and treatment of certain conditions in the practice of pharmacy. Authorizes a pharmacist to prescribe and dispense certain drugs and devices. Directs the Public Health and Pharmacy Formulary Advisory Committee to develop a list of health conditions that a pharmacist may assess, diagnose and treat. ] [ Takes effect on the 91st day following adjournment sine die. ] Makes permanent a pharmacist's ability to test for and treat COVID-19.
] [ Requires that itemized statements provided to employees show, in plain language, the amount and purpose of each deduction. ] Requires employers to provide to all employees, at the time of hire, a written explanation of earnings and deductions shown on itemized statements. Describes the ways in which an employer may satisfy the requirement. Establishes specifications for the contents of the written explanation. Requires employers to review and update the information provided in the written explanation by January 1 of each year. Authorizes the Commissioner of the Bureau of Labor and Industries to impose civil penalties for violations of the requirements. Directs the Bureau of Labor and Industries to develop and make available to employers a model written guidance document in English and in Spanish and, if requested, in other languages, to the extent practicable.
Requires an eligible entity that receives a grant under the Heat Pump Deployment Program to agree to use best practices to maintain the security and confidentiality of personal information of individuals who apply for or receive financial assistance under the program from the eligible entity. Allows the State Department of Energy to award additional grant moneys to an eligible entity utilizing an existing performance agreement if additional funds become available. Allows the State Department of Energy to provide an additional incentive amount under the rental home heat pump program for contractors who install heat pumps in rural or frontier communities. Extends the sunset of the rental home heat pump program from January 2, 2026, to January 2, 2032. Requires the department to provide a report each even-numbered year to the Legislative Assembly on the grants and rebates under the program.

] [ Requires the Public Employees Retirement Board to study the treatment of the salary of chaplains under the Public Employees Retirement System. Directs the board to submit findings to the interim committees of the Legislative Assembly related to general government not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Provides that, in determining the salary of a chaplain at the Oregon Health and Science University for purposes of the Oregon Public Service Retirement Plan, a housing allowance shall be treated as if it were includable in the chaplain's taxable income.
] Requires a person who is developing or repowering a wind energy facility to apply to the Federal Aviation Administration and, if applicable, the Federal Communications Commission, for approval for the installation and use of [ a ] light-mitigating technology [ system ] systems and, if approved, install the [ system ] systems within 24 months or as soon as reasonably practicable thereafter . Prohibits a county or city from allowing or permitting a wind energy facility if the person seeking to develop or repower the wind energy facility does not apply for approval for the installation and use of light-mitigating technology systems.
] [ Provides that post-traumatic stress disorder suffered by a police officer or firefighter is an injury or disease sustained in the actual performance of duties for purposes of benefits under the Public Employees Retirement System in certain circumstances. ] Requires the Public Employees Retirement Board to [ hold ] refer a contested case for a hearing requested by a police officer or firefighter who is denied disability benefits within a certain period of time. Provides that a member of the Public Employees Retirement System who is a police officer or firefighter is disabled if the member is mentally or physically incapacitated and unable to perform the work the member performed at the time the member became disabled, instead of unable to perform any work. Allows a disabled member of the system to receive certain earned income without losing disability benefits. Declares an emergency, effective on passage.
