Creates new requirements for the application process for a license, certificate, endorsement or authorization from the Department of Human Services for various providers of services to children, older adults and individuals with disabilities, and individuals with intellectual or developmental disabilities. Prohibits new applications within one year after a revocation or denial of a license, certificate, endorsement or authorization. Requires the department to report to the Legislative Assembly about the number of hours and cost to the department required to process initial and renewal applications. Takes effect on the 91st day following adjournment sine die.
Directs the Water Resources Department to study rules related to water. Directs the department to submit a report to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026.
Requires the Oregon Health Authority to study public health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to public health no later than September 15, 2026. Sunsets on January 2, 2027.
Prohibits the use of certain mechanical restraints on youth, adjudicated youth or young persons in detention facilities or youth correction facilities. Declares an emergency, effective on passage.
Requires the owner of a public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in the public building. Specifies qualifications for inspectors. Requires an inspector to issue a certificate of compliance if the public building complies with the applicable standards or to issue a deficiency report if the public building does not comply. Specifies a time period within which the public building owner must return the public building to compliance. Directs a building owner that receives public moneys for the purpose of replacing or repairing fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems to require a contractor to provide certain benefits to workers in connection with an installation or repair of equipment that fails an inspection or test or is otherwise deficient. Punishes violation of the Act with a civil penalty equivalent to five cents for each square foot of occupied space in the public building. Authorizes additional civil penalties for a continuing failure to comply. Takes effect on the 91st day following adjournment sine die.
Provides that if a credit union acquires assets of a banking institution, receipts from the business portfolio acquired from the bank remain subject to the corporate excise tax and corporate activity tax.
Modifies the existing administrative rule review process to require legislative approval of newly adopted administrative rules in order for the rules to take effect. Establishes a process by which rules receive legislative consideration and approval or rejection. Takes effect only upon the approval of the constitutional amendment proposed by ___ Joint Resolution ___ (2025) (LC 1900), and applies to rules adopted by state agencies on or after January 1, 2027.
Allows a public education provider to identify which locations to make tampons and sanitary pads available to students. Creates an income tax credit for teachers in rural schools. Requires public schools, community colleges and public universities to provide instruction in a neutral manner. Prohibits the State Board of Education from adopting rules that promote a stance or otherwise show support for or against a political movement or group. Requires school districts to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Directs district school boards to adopt a policy to provide for the safety of the students of the school district. Authorizes the Department of Education to distribute moneys from the State School Fund for the purpose of paying for related costs. Directs the Teacher Standards and Practices Commission to encourage licensure for career and technical education teachers who live in rural areas. Prohibits the Oregon Health Authority from adopting rules to require certain immunizations as a condition of school attendance. Directs a school district to provide notice to the parent or legal guardian when a student has been subjected to an act of harassment, intimidation or bullying, an act of cyberbullying, a disciplinary action, a visit to a school health professional or a school-based health center or has had a discussion of self-identity issues. Directs district school boards to ensure that the curriculum of each course of study is made available on the school district's website. Directs school districts to ensure that a student's grades are posted on a website that is accessible by the parent or guardian of the student. Creates an income tax credit for attendance by a taxpayer dependent of a private school or home school. Takes effect on the 91st day following adjournment sine die.
Proposes an amendment to the Oregon Constitution to expand the scope of the term "bills for raising revenue" for a supermajority vote requirement. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Directs the Oregon Public Defense Commission to study best practices to improve the provision of public defense services within this state, and provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.
