SJR 3: Proposing an amendment to the Oregon Constitution relating to ad valorem property taxation.

Proposes amendments to the Oregon Constitution providing that, for purposes of ad valorem property taxation, maximum assessed value shall be reassessed upon the sale of property, the ratio of maximum assessed value to real market value of property may not be less than 0.75, and the maximum number of years for which a local option tax may be passed are extended and the tax is not subject to compression under Ballot Measure 5 (1990). Refers the proposed amendments to the people for their approval or rejection at the next regular general election.

SB 1118: Relating to tolling highways; declaring an emergency.

Prohibits the Oregon Transportation Commission from establishing a toll on Interstate 205 or Interstate 5. Provides an exception for the Interstate 5 bridge replacement project. Repeals the requirement that the commission assess tolls on Interstate 205 and Interstate 5. Declares an emergency, effective on passage.

SB 248: Relating to liens.

Requires the Department of Consumer and Business Services to study liens. Directs the department to submit findings to the interim committees of the Legislative Assembly related to indebtedness not later than September 15, 2026. Sunsets January 2, 2027.

SB 491: Relating to persons arrested for drug crimes.

Directs an arresting officer to notify federal immigration authorities when a person is arrested for delivery or manufacture of a controlled substance. Limits pretrial release for persons arrested for delivery or manufacture of a controlled substance.

SB 439: Relating to constructing child care facilities within projects for affordable housing; prescribing an effective date.

Provides that constructing a child care facility within a project for affordable housing does not subject the project for affordable housing to prevailing wage requirements if the child care facility meets specified requirements. Provides that prevailing wage requirements do apply to the construction of a child care facility. Takes effect on the 91st day following adjournment sine die.

Proposes an amendment to the Oregon Constitution establishing an independent redistricting commission to adopt redistricting maps for the Senate, House of Representatives and United States House of Representatives. SB 730: Relating to rights of recipients of child welfare services.

Modifies provisions regarding subsidies for adoptive parents and guardians. Authorizes the Department of Human Services to redirect subsidy payments for the benefit of a child who no longer receives direct support from an adoptive parent or guardian. Creates a rebuttable presumption that continuing contact with biological siblings is in the best interest of children of parents whose parental rights have been terminated. Directs the court to make a determination regarding a child's continuing contact with the child's biological siblings when parental rights are terminated. Directs the department to disclose records regarding a child's life history, at the request of the child, if the child's parent's parental rights to the child were surrendered or terminated.
