SB 141: Relating to education; and declaring an emergency.

Requires specified entities that receive moneys from the State School Fund to measure the outcomes of the students of the entity. Directs entities to develop performance growth targets and prescribes requirements that will be imposed by the Department of Education if targets are not met. Directs school districts and public charter schools to administer and review interim assessments in mathematics and language arts to measure student academic growth. Authorizes the department to direct school districts and public charter schools to adopt specified instructional materials or to participate in training or improvement activities if the district or school does not meet the goals established in the early literacy success plan. Removes the requirement that publishers submit a fee for each instructional material proposed by the publisher to the State Board of Education. Directs the department to study the reporting requirements imposed on school districts and to identify reporting requirements that can be decreased in frequency, eliminated or consolidated. Directs the department to contract with an entity to review the administrative rule requirements for a school district or an education service district to be considered standard. Directs the department to submit to the Legislative Assembly a report summarizing administrative and organizational changes. Declares an emergency, effective on passage.

SB 5517: Relating to the financial administration of the Oregon Department of Emergency Management; and declaring an emergency.

Appropriates moneys from the General Fund to the Oregon Department of Emergency Management for certain biennial expenses. Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the department. Limits certain biennial expenditures by the department from federal funds. Declares an emergency, effective July 1, 2025.

HB 3646: Relating to contract preferences in public procurement for employee-owned businesses; and prescribing an effective date.

Adds entities in which employees of the entity own at least 50 percent of the ownership interest in the entity directly or through an employee stock ownership plan to the list of sources to which a contracting agency may give preference in procuring goods or services for public contracts. Takes effect on the 91st day following adjournment sine die.

HB 3224: Relating to background checks; and declaring an emergency.

] Requires the Department of Human Services to review the statutes of this state to identify all instances of required background checks[ , ] under certain statutes and similarities and differences in the different background checks, and report on options to consolidate and reduce the number of different background checks for similar purposes or programs. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Requires the department to study options for providing that a person does not need to undergo another background check conducted by a state agency for certain purposes if the person has already passed a background check conducted by a state agency in the previous 12 months. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than June 30, 2026. Sunsets on January 2, 2027. Declares an emergency, effective on passage.

HB 3729: Relating to crematory incinerators; and prescribing an effective date.

Prohibits the Department of Environmental Quality, the Environmental Quality Commission or a regional air quality control authority from requiring a person to operate a human or animal crematory incinerator at a temperature greater than 1,600 degrees Fahrenheit. Takes effect on the 91st day following adjournment sine die.

HB 3226: Relating to organizations that provide services related to obtaining prescription drugs; and prescribing an effective date.

Includes pharmacy services administrative organizations within the definition of pharmacies for the purpose of ensuring that pharmacy benefit managers are subject to laws regulating their activities even if their contracts are with pharmacy services administrative organizations. Requires pharmacy services administrative organizations to register with the Department of Consumer and Business Services as third party administrators. Specifies exemptions from the registration requirement. Takes effect on the 91st day following adjournment sine die.

HB 2143: Relating to five-needle protocol; and prescribing an effective date.

Defines "five-needle protocol." [ Allows an individual with required training to provide the five-needle protocol and exempts the individual from the requirement to obtain a license to practice acupuncture. ] Allows the Oregon Medical Board to establish a registry of individuals who are qualified to provide the five-needle protocol. Provides that only an individual included on the registry may provide the five-needle protocol. Creates an exception. Exempts an individual included on the registry from the requirement to obtain a license to practice acupuncture. Takes effect on the 91st day following adjournment sine die.

HB 2940: Relating to hemoglobinopathies; and prescribing an effective date.

] [ Establishes the Task Force on Hemoglobinopathies and Sickle Cell Disease. Requires the task force to develop and establish a statewide protocol for assessing and treating individuals with hemoglobinopathies. Directs the task force to submit a report to the interim committees of the Legislative Assembly related to health care no later than December 15, 2026. ] Directs the Oregon Health Authority to implement a program for providing to emergency departments in real time notifications that identify patients with hemoglobinopathies and provide information on how to contact a hematologist. Directs the authority to consult with interested stakeholders on how to implement the program. Takes effect on the 91st day following adjournment sine die.

HB 2680: Relating to certifications required for work with fenestration systems in public buildings; and prescribing an effective date.

Requires a contractor, as a condition of receiving public funds to install, repair or remodel a fenestration product or system in a public building, to have a national certification as a glazing contractor and at least one employee that has a national certification as an architectural glass and metal technician. HB 2649: Relating to tuition and fees for public universities; and declaring an emergency.

] [ Permits certain public universities in this state to increase tuition and fees without the approval of the Higher Education Coordinating Commission. ] Permits the governing boards of certain universities in this state to establish a tuition rate for certain qualifying students participating in a program developed by the boards for cooperation in higher education and economic development with certain countries in East Asia. Requires the rate of tuition to be a specified amount. Permits the boards to establish fees for services used by the students and the requirements for a student to be qualified. Declares an emergency, effective on passage.
