HB 4094: Relating to courts.

Provides that affidavit submitted to court in support of petition for approval of settlement of personal injury claim of incapacitated person, minor or decedent is confidential. Modifies information required in petition in protective proceeding seeking appointment of fiduciary. Requires person nominated or appointed as fiduciary to inform court of circumstances of certain events.

HB 4141: Relating to setting the costs of attending public universities; and declaring an emergency.

Requires each public university to establish advisory body to advise university president on recommendations to governing board regarding resident tuition and mandatory enrollment fees. Requires public university to provide specified training and information to advisory body. Requires advisory body to document consideration of specified impacts of recommended resident tuition and mandatory enrollment fees before making recommendation to president of university to increase resident tuition and mandatory enrollment fees by more than five percent annually . Requires advisory body to provide meaningful opportunities to participate in process and deliberation of advisory body to recognized student government and other students enrolled at public university. Requires advisory body to provide written report to president of university setting forth recommendations, deliberations and observations of advisory body regarding resident tuition and mandatory enrollment fees. Specifies contents of report. Requires governing board to receive and consider written reports from advisory body when determining tuition and mandatory enrollment fees. Provides that if Higher Education Coordinating Commission must approve request by governing board to increase total of resident tuition and mandatory enrollment fees for undergraduate resident students by more than five percent, that public university will provide commission with written reports from advisory body and any other information or materials commission determines are necessary for commission to reach determination. Declares emergency, effective on passage.

HB 4012: Relating to reemployment of retired members of the Public Employees Retirement System; and prescribing an effective date.

Extends sunset on provisions allowing retired member of Public Employees Retirement System to be reemployed by participating public employer as teacher of career and technical education without loss of retirement benefits. Takes effect on 91st day following adjournment sine die.

SB 1534: Relating to training for care providers.

Requires Department of Human Services to establish minimum training standards for home care workers and personal support workers and to provide training. Directs department and Home Care Commission to maximize federal funding available to pay for training. Becomes operative January 1, 2020.

SB 1559: Relating to protected activities of public employees.

Directs directors of certain state agencies to develop pilot program to provide optional procedure for employees to anonymously disclose certain information. Sunsets pilot program on January 2, 2021. Requires Bureau of Labor and Industries to establish mandatory training program to train supervisors and employees within executive department on rights and prohibited conduct under Whistleblower Law. ] Requires Bureau of Labor and Industries to adopt uniform standards and procedures manual that provides guidelines for implementing Whistleblower Law. Requires bureau to make manual available to public on bureau's website. Requires Bureau of Labor and Industries to collect and compile information relating to protected activities under Whistleblower Law. Requires bureau to submit written report to Governor and appropriate interim committee of Legislative Assembly no later than January 1 of each odd-numbered year.

HB 4129: Relating to residential care facilities; and declaring an emergency.

Allows Health Licensing Office to issue residential care facility administrator license to qualified applicant. Renames Nursing Home Administrators Board as Long Term Care Administrators Board. Prohibits board from carrying out disciplinary action against licensee unless at least one board member who represents type of license held by licensee is present at board meetings related to disciplinary action. Requires individual currently employed as residential care facility administrator in Oregon , or individual seeking employment as residential care facility administrator in Oregon prior to January 1, 2022, to apply for residential care facility administrator license by July 1, 2019. Allows Health Licensing Office to issue provisional residential care facility administrator license to qualified individual. Requires individual who holds provisional residential care facility administrator license to obtain residential care facility administrator license not later than January 1, 2022. Declares emergency, effective on passage.

HB 4133: Relating to Maternal Mortality and Morbidity Review Committee; and declaring an emergency.

Establishes Maternal Mortality and Morbidity Review Committee to conduct studies and reviews of incidence of maternal mortality and severe maternal morbidity. Provides that information obtained, created or maintained by committee is confidential and exempt from disclosure as public record and inadmissible as evidence in judicial, administrative, arbitration or mediation proceeding. Requires committee to submit biennial report relating to maternal mortality to interim committees related to health care. Requires committee to submit first biennial report no later than January 1, 2021. Requires each biennial report submitted after January 2, 2021, to include information relating to severe maternal morbidity. Requires committee to submit progress report to interim committees related to health care no later than January 1, 2019. Requires committee to perform studies and reviews of incidence of maternal mortality no later than July 1, 2019. Requires committee to commence studies and reviews of incidence of severe maternal morbidity no later than July 1, 2021. Declares emergency, effective on passage.
